Newkirk, Councilman On October 29, 1975 (M&C G-2862) , the City Council accepted a Highway Department Minute Order regarding an Urban Systems Project for Camp Bowie Boulevard from University Drive to I-30 subject to further consideration at subsequent public hearings. The proposed project would include resurfacing and widening of the existing roadway. Since Council approval, the Texas Department of Highways and Public Transporta- tion and City staff have worked closely in developing preliminary plans for the improvements. Present plans provide for the widening of Camp Bowie by reducing the size of the median to allow three lanes of traffic in either direction and to construct left turn lanes at many intersections. The existing brick streets are proposed to be overlaid with asphalt similar to that used recently on Hemphill Street. In accordance with the Urban Systems Program procedures, a public. meeting was held on September 14, 1976, in the Will Rogers Memorial Auditorium. Approximately 350 l persons attended the meeting. Twelve persons spoke against the project` and one. person spoke in favor. The vast majority in attendance were strongly opposed, to t proposed improvements. The primary objections were based on opinions that the improve ments as proposed would substantially change the character of the neighborhood, increase speeds and traffic congestion and increase the chances of traffic accidents. In general, most of the people in opposition agreed that Camp Bowie is a quaint, historic area which should be preserved in its present condition to the greatest { extent possible. Mr. Bill Abernathy, Chairman of the Camp Bowie Improvement Ass6zin­ tion presented City staff with a petition opposing the improvements signed by 3,228 persons. The normal process for a project of this type following the September 14 public meet- ing, involves the preparation of final plans and specifications by the Texas Depart- ment of Highways and Public Transportation. Upon completion of plans and specifications the formal public hearing would be held to determine if the project should proceed. Recommendation Based upon citizen reaction to date, I recommend that the Camp Bowie Boulevard Urban Systems Project from University Drive to I-30 be terminated, that approval of Minute Order No. 70393 be rescinded and that the staff be directed to review the various intersections on Camp Bowie Boulevard between University Drive and I-30 and present to the Council recommendations for intersection improvements as needed at the earliest possible date. Further, I recommend that staff offer a proposal to Council as soon LEGALITY FISCAL NOTE (� CITY MANAGER'S COMMENTS 1 POLICY PROPOSAL (cont'd) PAGEOF as possible on the reallocation of Urban Systems Funds originally designated for Camp Bowie with first priority to be the proposed intersection improvements if permissible under Federal and State regulations.
