On July 12, 1976, the City Council approved an ordinance increasing health permit
fees. Included in the inspection category were barber shops and"beauty parlors,
which are also routinely inspected for the same conformance rOqui;ments`by a State
licensing agency.
There are 579 establishments of this type in the city. Following i* a breakdown
by category and the amount of revenue they produce:

While the revenues produced help pay for the total inspection program, I believe
that this dual inspection system conducted by both the City and State creates an
unnecessary burden on these businesses.
In addition, the current ordinance makes no provision for proration of health
inspection fees for all types of businesses requiring health permits for months
when the new business was not in operation. This creates some: problems for new
businesses just opening in the city after the October l fi.scax year begins. .. It
appears that the prorating of inspection fees would be a gesture th4t the City is
willing to cooperate with, and encourage the establishment oft businesses,
Recommendation
I recommend that the staff be directed to meet with appropriate State officials .
to determine the extent of duplication of inspection services. '
Based on this determination if it is found that the State is now. conducting the
same inspection services- of barber shops and beauty salons 4 '4 xt4 City, I recom-
mend that the City Council amend the Health Inspection ordinance 'psrait fee schedule
by deleting these categories of operations.
If it is determined that the inspections done by the State and the City are dif-
ferent and the programs complement rather than duplicate, I recommend that a

reduced rate of $40 be made for inspection of those shops with`ug to two licensed
operators and that the fee of $60 be applied to all other operations:which exceed
that number of operators.
I also recommend that the City Council amend the ordinance to allow for prorated
collection fees for all types of businesses requiring a health permit by reducing
the permit fee required to one-half of the regular fee for the- sial month period
April 1 to September 30 of each fiscal year% if a new business begins during that
time period.
Legality
The ordinance will require appropriate amendments.
Fiscal Note
At the present time the Health Department's Engineering Division Is responsible
for the inspection of some 5000 business establishments throughout the City.
Eight (8) Sanitarian I are assigned this task and the City is divided 'into eight
districts so that each inspector handles about 625 busimessesM,;
The food establishments (approximately 2500) receive top priority,4nd are presently
inspected about once every two months. Because of the obvious potential health
hazards which could result from unsanitary conditions, efforts;'are-peing made to
make these inspections on a monthly basis.
The barber and beauty shop operations are about evenly 'divided'owns the eight
districts, giving each inspector responsibility for approxim4tely- 70 locations.
Attempts are made to make inspections of these facilities about once every three
or four months. The average time per inspection is estimated to be- 15-20 minutes.
This translates to 1824 hours every three to four months, which represents a very,
small percentage of the inspector's time. The time saved by not inspecting barber
and beauty shops would be easily utilized in attempting to obtain the goal of
inspecting food establishments once every month. Deleting this pa ai.t$ however, will
result in a reduction of revenue of approximately $35,000'"annua11
