On August 30, 1976, the City Council approved M&C G-3148 outlining criteria for the
payment for Fire and Police services by sponsors of various public events. The
i current City policy states that charges for such services wi•11- be based on whether
the event is free or has an admission charge.
Three very important activities to the City and citizens of Fort Worth which charge
an admission fee, must be' specifically addressed as a result of this new policy.
• These annual events are:
1) Southwestern Exposition and Fat Stock Show
2) Mayfest
3) Oktoberfest
These events are all intended for the enjoyment of all Fort Worth residents with most
of the net proceeds for these activities returned to the local economy through vari-
ous types of community projects including improvements to WRMC facilities, park and
recreation improvements and cultural benefits. Furthermore, since many of these
activities are conducted either in City-owned facilities, or on City property, it
is in the best interest of the City of Fort Worth that they receive adequate Fire
and Police coverage to protect the City's interests.
Police services at such events should be provided for crowd control purposes only,
with expenses for protecting cash and egnilment owned by, the producer of the event
• to be borne by, the producer, Crowd control will not include the use of on duty
policemen at the ticket entrances to the event. -
Guidelines for the number of policemen to be made available at such events should
be developed by the. Chief of Police. One guideline Wight be to assign a specific
number of policemen to an average daily ratio of visitere based on previous years
attendance. The police may operate out of a central location which has communica-
tions equipment to other areas of the facilities provided by the event sponsor.
Fire coverage should be provided at WRMC because the facilities are City-owned and
the potential for fires is greater during the Exposition. The Fire Chief should
develop the criteria for determining the number of personnel and type of equipment _
needed for adequate protection.

Recommendation
It is recommended that the City Council:
1) Authorize the Southwestern Exposition and Fat Stock Show, the Mayfest and
the Oktoberfest to receive adequate Fire and Police coverage, as defined by
the respective Chiefs, with the costs to be borne by the City of Fort Worth;
and
2) Amend the Council Policy and appropriate Administrative Regulation to exclude
these three events from payment of the Fire and Police services identified
by the M&C.
Legality
No comment required.
Fiscal Note
It is difficult to estimate the City's expense of providing police for crowd
control. The number of officers assigned to this function would be at the
discretion of the Chief and would depend upon the situation at the event as well
as other police requirements in other areas of the city.
Based on previous experience it is estimated the City's cost of providing "crowd
control" only inside the Stock Show grounds is approximately $10,000. Traffic
assistance outside the grounds would continue to be provided at City expense.
The estimated cost for "crowd control" at the Mayfest is $5,000. No expense for
police service has, previously been borne by the City for Oktoberfest.
City Manager's Comments
Fort Worth is fortunate to have three outstanding events such as the Stock Show,
Mayfest and Oktoberfest. In addition to providing an opportunity, to residents
for recreational activities, the events make contributions to facilities and
activities which further benefit the City and its residents.
However, in preparing M&C G--3148, staff evaluated the impact of utilizing
Fire and Police personnel at such events since this does curtail the overall
protection available to the residents of the. entire city. Staff recommended, and
still believes, that the criteria for determining when an event should receive
City-paid protection should be based on the concept that the function is open to
all residents of the City at no charge, and is not a promotional or convention
event.

On December 20, 1976, CP-1$, Payment for Fire and Police Services, was pre-
sented for City Council consideration. The proposal made was to permit City
fire and police forces to serve at the Southwestern Exposition and Fat Stock
Show, Mayfest and Oktoberfest, at City expense. The criteria for these
events was that they are intended for the enjoyment of all City residents and
that most of their net proceeds are returned to the local economy through
various types of community projects.
It was proposed that police services would be provided for crowd control pur-
poses only and fire coverage would be provided at Will Rogers Memorial Center
because the facilities are City--owned. The Chiefs of both departments were to
develop the criteria for determining manning and equipment needs.
• Council requested information concerning what additional costs would be in-
volved in providing fire and police services to all non-profit organizations.
Staff has compiled the following list of organizations which use City police
services either because of their desire to do so or because of a contractural
requirement that they do so. Group A is a list of organizations which use
WRMC facilities, showing the amount paid by these organizations for police
service:

While continuing to recommend that the current policy as adopted by the City
Council on August 30, 1976, be continued, staff believes that providing
firemen and fire fighting equipment at WRMC at City cost during the Stock
Show is a legitimate request due to the need for protection of City buildings
and because firemen are available to respond to other calls, and recommends
that this item be given due consideration.
