In view of the demand upon the energy reserves of this nation and throughout the world,
it is becoming increasingly apparent that steps must be taken at all levels of govern-
ment to curtail the waste of our resources. There are numerous ways to accomplish this
objective and some of the more obvious would be to identify and eliminate known wastes
and to discover more fuel efficient ways of doing things and institute these whenever
it is practical to do so.

Because of the interest in Energy Conservation at the Federal level, it would seem
imminent that some direction will be forthcoming in the near future. Whether this
thrust would pertain to controls, administrative reporting or encouragement to partici-
pate through the dissemination of funds; the City of Fort Worth should be in a position
to be one of the first cities in the nation to respond in a positive manner.
I would encourage the City Council to consider a two-fold approach. The first would be
for staff to develop an active and on-going energy conservation program to address all
areas pertaining the City facilities and activities. Secondly, an Energy Conservation
Committee should be .formed by the City Council to encourage and promote participation in
the private sector. The make-up of this committee should probably include authorities
from the private sector, staff advisory personnel and other citizens at-large.
Proposal
It is proposed that : 1) the City Manager be directed to appoint staff personnel to
prepare an energy conservation plan for all City facilities and activities; 2) the
City Council appoint a Council Committee to prepare a recommendation to the City Council
for the creation of an Energy Conservation Committee.
