Senator Williams introduced Senate Bill Number 189 making it illegal for any city
or town to require residence within the city limits as a condition of employment.
Senate Bill Number 189 has the same basic residency requirements as House Bill
Number 475.
Senator Ogg has introduced Senate Bill Number 367 also making it illegal for any
city or town to impose a residence requirement as a condition of employment. In
addition, this bill prohibits hiring any job applicants who reside beyond 100 miles
from the city's boundary.
Different cities may have different specific local problems regarding residence
requirements for city employees and because of this, each City Council should
have the flexibility to adopt appropriate ordinances best suited to deal with the
problem on a local basis. Such local options would be prohibited by these bills.
Legality
No legal issues are involved.
Fiscal Note
Adoption of this resolution will not have a direct bearing on revenues or
expenditures.

A Resolution
WHEREAS, the Fort Worth City Council has reviewed the provisions of Senate
Bill Number 189; and
WHEREAS, the Fort Worth City Council has reviewed the provisions of House
Bill Number 475; and
WHEREAS, the Fort Worth City Council has reviewed the provisions of Senate
Bill Number 367; and
WHEREAS, the purpose of Senate Bill Number 189 and House Bill 475 is to
make it illegal for a city or town to require residency within the city for city
employees; and
WHEREAS, the purpose of Senate Bill Number 367 is to make it illegal for a
city to require residency within the city'for city employees and to prohibit
hiring city employees beyond 100 miles from the.city boundary; and
WHEREAS, residency requirements and restrictions for Fort Worth city
employees may vary during different time periods and may be different from other
cities;
BE IT THEREFORE RESOLVED that the City Council of Fort Worth, Texas, does not
support the passage of Senate Bill Number 189, House Bill Number 475, or Senate
Bill Number 367 and urge that these bills should not be adopted.
