The Highland Hills area was included in the 1965 Park Capital Improvement Program
to receive $22,500 for park acquisition and improvements. In May and June of 1968
the Park and Recreation Board and the City Council approved the purchase of the
Highland Hills Park at a total cost of $48,721.80. Since that time the park has
received various improvements including some play equipment, drinking fountain, irri-
gation, plant material, a multi-use court and a parking lot. However, Highland Hills
ark has few trees offering shade and no shelter, both of which are urgently needed
to make the park useful to area residents. As far back as April of 1971, the citizens
of that area submitted a petition containing 490 signatures requesting further develop-
ment of the Highland Hills Park.
While the Master Park and Recreation Department Development Plan of 1971 identified
additional Highland Hills Park development in the amount of $157,500, there are no
development funds that have been set aside specifically for further development of
additional recreational facilities. There are funds in the 1976-78 Park Drive and
Parking Lot CIP which could be used to construct park drives and parking lots in the
park. Because of the citizen interest in that area, the Park and Recreation Depart-
ment advises that the City could use these funds ($75,000) as a match for applying
to the Bureau •of Outdoor Recreation for a similar amount for further park development.
This application would have to be submitted prior to June 1978 and, if approved, the
funds would be received during the 1979 calendar year.
Proposal
It is proposed that the City Council:
1) Approve use of 1976-78 Park Drive and Parking Lot Funds to construct
park drive and parking lots in Highland Hills Park;
2) Adopt a resolution authorizing the City Manager- to submit an applica-
tion to the BOR for matching funds to develop Highland Hills Park; and
3) Appropriate $7,500 from General Fund reserves to Account No. 107-
42000-901 for construction of a picnic shelter with picnic tables,
cookers, and trash container, to provide immediate relief to the
citizens of that area.

No legal issues involved.
Fiscal Note
Funds are not available in the FY 1976-77 Park and Recreation budget.
An appropriation will have to be made from prior year savings.
City Manager's Comments
Funding for the proposed shelter and fixtures will have to be taken
from .prior year savings.
Because of the City Council's previous concern about the Park and
Recreation Board reviewing and commenting on park development, the
Council may wish to refer this to the Board for their August 2, 1977,
meeting.
