I Y MANA ER'S REVIEW Zapata, Councilman ` , During the City Council Budget study session for the Public Library, the Library Director requested continued funding for two half-time Equipment Operator positions which had been deleted in the proposed Budget from the Outreach Programs at the North and Southeast Branches. It was my understan3ing that the reduced funding that the Council approved for the Bookmobile Program ($66,113) was contingent upon these Equipment Operators being reinstated in the adopted Budget. For this reason the item was not specifically placed on the list of items to be considered for funding by the City Council. Recommendation It is my recommendation that the City Council approve funding of $10,117 for these two positions for FY 1978-79 to provide for continuation of the Outreach Programs at their existing staffing level. City Manager's Comments The FY 1978-79 Adopted Budget reflects the delet n o he alf-t' tri' Operator positions from the Public Library. The po ons we ed for deletion in the initial stage of the budget revie process. The rary Director did not appeal their deletion to either the Budget Dir ctor o e City Manager and the item was not included by the Library Director in t st of unfinanced needs for the Library. An appeal was made before the City Council during the budget study sessions but was not formally acted upon by the Council. Historically, the Equipment Operators have assisted the librarian operating the Outreach Program by serving as drivers, assisting in equipment preparation and operation, and, at times, providing transportation for individuals to programs being offered in the Branches.
