Under the provisions of this proposed legis- lation. (H.B. 2) , "the board of regents (of the University of Texas System) shall determine the location of the substation after determining its accessibility to the greatest number of inhabitants. However, no site may be chosen which is closer than 150 miles to the parent facility". On December 11, 1978, Representative Doyle Willis of Tarrant County pre-filed a bill (H.B. 163) very similar to H.B. 2 but it specifies that "the board of regents shall locate the substation in the Fort Worth-Dallas area" in addition to being accessible to the greatest number of inhabitants of the area. Imo' Recommendation Recognizing the value of such a facility to all of our citizens and in consideration of the accessibility of this area to the greatest number of inhabitants, under the criteria established by these bills, I urge the adoption of the attached statement of policy expressing support of the City of Fort Worth for both H.B. 2 and H.B. 163. Legality There is no legal prohibition to adoption of the attached statement of policy or support of the proposed legislation cited above by the City of Fort Worth. Fiscal Note Adoption of the attached statement of policy and support of the establishment of a substation of The University of Texas M.D. Anderson Hospital and Tumor Institute does not require the financial participation by the City. LEGALITY FISCAL NOTE 10 CITY MANAGER'S COMMENTS PAGE OF 2 POLICY- PROPOSAL (cont'd) City Manager's Comment Although these bills do not affect the City directly it s-hould be noted that the Director of the Health Department concurs with the action taken by the Board of Directors of the Tarrant County Medical Society on April 22, 1977, wherein a motion passed unanimously to endorse the stand previously taken by the Tarrant County Medical Society that an M.D. Anderson Substation would lead to duplication and undue expense. In July, 1977, that organization requested a comprehensive state-wide study of the feasibility and need of such substations prior to their implementation. It is the opinion of the Health Director that additional assis- tance from the State in funding more chemotherapy treatments would be beneficial without the necessity of an additional physical plant. 2 _- �"� Wood a W. C. 0THS CIi COUNCIL PI 49 :Y ►gid-� Mary d CITY OF FORT WORTH City of Fort Worth STATEMENT OF POLICY No. 10 SUBSTATION OF THE UNIVERSITY OF TEXAS M.D. ANDERSON HOSPITAL AND TUMOR INSTITUTE Issue: Two house bills have been pre—filed regarding the establishment of a substation of the University of Texas M.D. Anderson Hospital and Tumor Institute. H.B. 2 by Evans of Tarrant specifies that the substation shall be located according to its accessibility to the greatest number of inhabitants and no closer than 150 miles to the parent facility in Houston. H.B. 163 by Willis of Tarrant specifies that the substation shall be located in the Dallas—Fort Worth area and at a site accessible to the greatest number of inhabitants of that area. Policy: It is the policy of the City of Fort Worth to support H.B. 2 and H.B. 163 as they would result in the establishment of a substation of The University of Texas M.D. Anderson Hospital and Tumor Institute in the Dallas—Fort Worth area and that such location would be of benefit to the citizens of the City of Fort Worth.
