This situation has often caused citizens to wait an unreasonable period of time to make comments on subjects of interest and sometimes results in the Council devoting insuf- ficient time to important issues. At the Council/Staff retreat, several factors were identified as contributing to lengthy City Council meetings. The most common causes are: 1. Failure to start the meeting on time; 2. The Rules of Procedure for the Council meetings are not always under- stood or followed. Also, the Council rules sometimes conflict with OW, Roberts Rules of Order, Revised; 3. Information which is presented by citizens to the City Council on certain issues during Council meetings is often repetitious; 4. Council members sometimes do not obtain adequate information on agenda items prior to the meeting; 5. The meetings have been conducted in too informal a manner; and 6. Failure to reach a decision on certain issues has resulted in re- hearing the same arguments in subsequent Council meetings. There was unanimous agreement at the retreat that the City Council should make every effort to reduce the length of the Council meetings, without denying citizens the opportunity for full participation or affecting the soundness of decisions. Proposal In order to reduce the length of the City Council meetings, it is recommended that the following procedures be adopted: 1. The meetings will start at the designated time. Council members and citizens will use professional courtesy while the meeting is in progress. 3. A workshop will be held to review the Rules of Procedure for the City Council meetings. 4. The Rules of Procedure of the Council will be followed. 5. Members will take cognizance of Council rules with respect to the position of the Parliamentarian. 6. When members of the Council have questions on particular agenda items, they will contact the staff prior to the regular meeting date. 7. Staff briefings will be scheduled periodically to discuss the rules and procedures in areas such as zoning, assessment paving, tax assess- ments, grant administration, etc. 8. Citizen Presentations - a. The Mayor will give a brief explanation of the Council's rules, prior to the start of citizen presentations. b. Presentations will be limited to three (3) minutes for individuals and ten (10) minutes for groups. The Council will only hear new information on the issue quer ion from members of a group, Gx,�� c. If a daytime Council meeting is sAll in progress at 10:30 A.M. , the Council will alter its regular agenda and hear citizen presentations which are listed on the agenda. The rule for night meetings will be 8:30 P.M. The deadline for being listed on the agenda will continue to be 12:00 Noon on the Thursday preceding the Council meeting. 9. The City Manager will prepare a "consent agenda" for each regular City Council meeting. a. The consent agenda will contain routine, non-controversial items that require Council action, but need little or no deliberation. b. At the request of any individual Council member, an item will be removed from the consent agenda and placed on the regular agenda for discussion. c. A motion to approve the consent agenda will not be debated. d. The consent agenda will only be adopted by a unanimous vote of those Council members present at the meeting. rr CITY OF FORT WORTH POLICY PROPOSAL (cont'd) PAGE_OF e. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with the staff's recommendation. (Note: A format for using a consent agenda has been attached using the standard Council agenda from October 2, 1979.) These procedures will be reviewed and evaluated ninety (90) days after implementa- tion. Thereafter, monitoring and reporting on the effectiveness of these pro- cedures will be on a quarterly basis. Recommendation It is recommended that the City Council approve the implementation of the pro- cedures which have been outlined above. OOJ Legality It is necessary to amend Rule 5.4 of the Rules of Procedure of the City Council in order to impose the time limitations proposed in the section on citizen presentations (See proposed M&C). Fiscal Note WA. There is no fiscal impact. City Manager's Comments Staff concurs with this Council proposal and will proceed with the implementation of the use of a consent agenda as a part of the regular Council meeting. Adjournment City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE SUBJECT: Proposed Amendment to Rule 5.4 PAGE NUMBER of the Rules of Procedures, City l of 1 10/16/79 DRAFT u It is proposed that Rule 5.4 be revised so that the same shall hereafter be and read as follows: "5.4 Presentations by Citizens: Any person or representative(s) of an organized group who wishes to address the City Council without having previously notified the administrative staff or the City Council and presented information on the topic he wishes to discuss must have the consent of a majority of the members of the Council. "1. Presentations by citizens, with or without print notifi- cation, shall be limited to three (3) minutes. Any exten- sion of time beyond the allowed three (3) minutes shall be considered a suspension of these rules and shall require an affirmative vote of six (6) members of the Council before being permitted. "2. Presentations by representative(s) of organized groups, with or without prior notification, shall be limited to ten (10) minutes. Any .extension of time beyond the allowed ten (10) ,/I► minutes shall be considered a suspension of these rules and shall require an affirmative vote of six (6) members of the Council before being permitted. "3. The foregoing rule and time limitation does not apply to citi- zens appearing at a public hearing being held by the Council pursuant to an official notice thereof." Recommendation It is recommended that .the foregoing amendment to the Rules of Procedure be considered for adoption by the City Council of the City of Fort Worth at its meeting on October 23, 1979.
