The City of Fort Worth is taking action to provide expanding housing opportunities and
achieve quality design in assisted housing developments. An example of the positive
direction being taken by The City was reflected in a commendation awarded recently by
the Dallas Area }iUD Office for our Strategy for Federally Assisted Housing.
An important component of the housing strategy is a pre-selection process for sites of
future assisted housing developments. This process will result in a pri.oritized list
of potential sites based on a multi--pbased analysis. For example, sites are first
evaluated in reference to HUD's site selae�lon and neighborhood standards. Sites
approved under the HUT) criteria then are reviewed with respect to Fort Wolt.h's criteria
and deslgn opportunities. Potential developers will be strongly encouraged to avail
themselves of the City's highest priority sites identified with this selection process.
In the event that a site is deemed to be especially suited for assisted housing and is
in danger of being sold, the City will option or purchase the site through the use of
the Section 108 Loan Program.
The pre-sejar.tion component of this housing strategy will result in expanded housing
opportunities. Sites will be selected in areas which either are not, or are minimally
impacted in respect to low income, minority population and existing assisted housing
concentrations,
Every census tract of the City has been examined in detail. If a tract has no level
of impaction, it has been assigned a priority one rating. If a tract was impacted
in respect to Qnly one characteristic, it received a priority two rating. It is these
high priority tracts in which sites will be pre-selected.
It is well documented (City of Fort Worth Housing Assistance Plan, 1970 Census, 1977
Regional Analysis Areas - NCTCOG, etc.) that there is a large demand for low and
moderate income housing in Fort Worth. In developing the housing to meet the docivaented
needs, there are two approaches Available. The first is the traditional concentration
of units into large projects. It is generally agreed that this is the least desirable.
method of providing the units. The second and more acceptable method is the dispersal
of units in small complexes through the entire community. It is believed that dispersal
allows the assisted housing units the best chance of being accepted in a neighborhood
while creating no adverse effects upon the neighborhood.
One the major objections to assisted housing has been the feeling of neighborhood groups
that propospd developements are being imposed upon their area of the City while other
areas are empt.

The only equtable means of resolving that concern is the adoption of a fair share
al.locati.Qn plan by the City Council. Under such a plan, assisted housing units
would be distributed in small clusters (no more than fifty units in any cluster;
and, preferably on a single family or duplex basis) throughout the City by City
Counpil Districts. Over a five year period efforts would be made to balance the
number of assisted units in each district. An analysis of each Council district
is attached. Tt is proposed that the initial efforts he made to locate assisted
units in those districts which presently contain priority one census tracts and/or
which contain no assisted units at this time.
Tt also is proposed that a public Information program he prepared by a professional
consultant. This program will he presented in the priority areas to inform citizens
about assisted housing and the need for dispersal.
It is this type of action and process which will result in expanded housing opportu—
nities and quality design. The method will allow a fair division of assisted housing
units,wirh each area sharing in the responsibility for he.lptng provide for hcw tvi8
needs. A partnership will be created Where each area can work with the public sector
in der.ermining where assisted housing could be located and how developments should he
designed to be compatible with respective architectural characteristics and the
urban design environment. The City of Fort Worth is committing considerable financial
rpsoijrces and design talent to carry out this program and to make it a total success.
Recommendation
It is recommended that the City Council adopt this Ca»ncil Proposal establishing the
concept of "fair share allocation" as the official position of the City of Fort Worth
with reference to the location of assisted housing units in this City. Further, we
recommend that the City staff and the Public Housing Authority he directed to work
closely with HUD and private developers to encourage and facilitate the acquisition
and construction of assisted units sufficient to meet the needs of the City and the
goals of Fort Worth's Housing Assistance Plan. Further, it is requested that the
City Manager submit an annual report on the distribution of assisted housing to the
City Council in June of each year beginning in 1981.

The portion of this district north of Loop 820 and a small portion of the
southeastern part are high priority areas. For the most part, the western
and suuchaastern portions between the Trinity River and Haltom City are
lower priority general locations for assisted housing. The remainder of
the district consists of lower and non-priority areas. There are currently
four (4) assisted housing complexes in this area.
District 3
Most of this district is a high priority area. A small tract in the south-
west portion has a lower priority. There are two existing federally-aasisted
" housing complexes in this district.
Ais rice 4
Most of District 4 is a high priority area. The areas to the northeast of
Mandol Mill !toad and southwest of Meadowbrook and Bdgewood are considered
lower priority areas due to impaction. There are currently no assisted
housing complexes in this district.
District S
Most of the area within this district IN not acceptable for future sites of
federally-assisted housing due to the high concentration of low-Iacono and
minority households. There is currently a federally assisted conventional
public housing site south of Rosedale, Several other assisted sites are al-
so located in the district.

Tice area south of Loop 820 and west of I-35W is rated as a high priority area.
Tito remaining portion of this district is lower priority. At present there
are two existing assisted complexes in the district.
Warrict 7
The central portion of this district 18 a high priority area. Tito remaining
portions can be considered lower priority or unacceptable. There are cur-
rently three assisted housing complexes within this district. An additional
site has been proposbd at Jacksboro Highway and 8phrihom.
District 8
There are no high priority areas in District 8. The southeast portion of
the district is a low priority area, while the remainder of the district is
unacceptable. Thera are four federally assisted housing complexes in this ,
district.

Sector One
Sector One is Almost entirely a high priority are due to minimal poverty,
minority, and Assisted housing concentration. Small portions specifically
the for southeast portion and tha northern tip are not priority areas due
to one or more impactions.
Central #ustness District
Tito Central Business District is not a priority general location due to
existing concentrations of conventional Public Housing, minority populations,
and low income persons.

Souter
One area of this sector is a high priority general location. This area is
bounded by Jessamine. Hemphill. Biddison and 8th Avenue. The north-central
portion of the sector from Jessamine north to the UP railway offers some
lower priority locational possibilities.

One assisted housing proposal in this sector is currently being proposed.
Westgra Hills
Most of this sector is a high priority area. The eastern portion near Guilford

Arlington llaights
The northern half and the south central portion of this sector are high pri-
orl.ty areas. The remaining areas are lower priority due to minority or low
income impaction. An sxisting elderly complex in the northeast part of the

Rockwood
Most areas of this sector are considered low priority for federally assisted
housing oltes. Tine west control portion- it a low priority area. A proposal
` for a housing complex at JAoksboro Highway and Ephttham is being considered

The entire sector is a high priority area for assisted-housing. There is one
existing assisted site and one proposed in the eastern part. Additional sites
would be. acceptable preferrably in the western acid northwestern parts of the
sector.

The remaining smell areas of the city are non-impacted and generally acceptable,
for assisted housing.
