dip ENVA.� 'A Bill � h I lop -6 II POLICY PROPOSAL DATE FILE NUMBER SUBJECT City Council Committee Meetings PAGE2—OFA 11/12/80 CP-76 and Time Change of Day City Council Meeting PROPOSAL PROPOSED BY: Mayor Woods COY MA NA GEL'S REVIEW & Councilman Williams (`Jolt 1 Background During the Council/Staff Workshop which was held on October 18, 1980, concern was expressed that there was inadequate time for various Council Committees to meet. The Action Plan suggested to address this problem involved holding Committee meetings owlimmediately after the day-time Pre-Council meeting. In order to provide time for this activity, it will be necessary to change the time of the day-time City Council meetings. Proposal It is proposed that the following changes in the City Council's Rules of Procedure be made. A. City Council Meetings 1.' City Council Committee meetings will be held immediately after the day-time Pre-Council meetings from 9:30 a.m. to 9:55 a.m. 2. If there is a consensus on the part of the Council to extend the Pre-Council meeting beyond the designated ending time of 9:25 a.m. , the Council Committee meetings will either be delayed, rescheduled, or postponed. B. City Council Meetings 1. Day-time City Council meetings will begin at 10:00 a.m. 2. If a day-time Council meeting is still in progress at 11:00 a.m. , the City Council following completion of action on the agenda item then under consideration, will hear citizen presentations listed on the agenda. 3. The rules for starting night-time City Council meetings and hearing citizen presentations will remain unchanged. 4. Requests by citizens and groups to make "Special Presentations" must be submitted to the City Manager's Office no later than 12:00 Noon on the Thursday preceding the Council meeting at which time the presentation is to be made. Legality The Council must change the time of the meeting by ordinance or resolution. Fiscal Note There is no final impact. City Manager's Comments Staff concurs with this Council proposal. I�aiA CITY OF FORT WORTH • 1 A - A Resolution WHEREAS, the City Council of the City of Fort Worth desires to change its starting time for regularly scheduled meetings so as to provide adequate time for various Council committees to meet; THEREFORE, BE IT RESOLVED that the City Council' s Rules of Procedure are hereby changed as follows : A. City Council Committee Meetings 1. City Council Committee meetings will be held immediately after the day-time Pre-Council meetings from 9 :30 a.m. to 9 :55 a.m. 2.
