On October 28, 1980, the City Council appointed 4 Councilmembers to serve with Judge
Mike Moncrief on a City/County Community Action Agency (CAA) Committee.
The City/County CAA Committee met on November 6, 1980, to discuss the alternatives
listed in Informal Report #3532 dated October 23, 1980, concerning the Greater Fort
Worth and Tarrant County Community Action Agency. The current problems experienced
by the CAA were discussed along with several possible alternatives to correct these
problems. County Judge Moncrief presented a plan for the Committee to improve the
operation of the agency.
On November 7, 1980, the Committee met with Community Services Administration officials
to discuss the alternatives that the CAA Committee reviewed on November 6, 1980. CSA
officials provided information as to what the City and the County can do to alleviate
the current problems.
It is the opinion of the majority of the Committee that the CAA has several good pro-
grams that should be continued. However, the current controversies between the Board
and administration staff prohibits the effective delivery of these programs and ser-
vices.
After considerable discussion, Judge Moncrief indicated that it was his desire to
offer a proposal to Commissioners' Court to revoke the County's designation. I
believe that the City Council should join with the County in revoking our designation
and develop a transition plan to continue the CAA Program.
Proposal
The majority of the Committee agreed upon the following plan as a solution to the
problems being experienced by CAA:
1. Request continuation of funding by CSA until January 1, 1981;
2. Notice of intent to revoke designation;
3. Public Hearing;
4. Develop transition plan which will include:
A. City of Fort Worth appoint interim administrator
B. Joint Committee of City Council and County Commissions - no staff
will serve as a temporary board until the following is identified:
a. Need
b. # served
c. Cost
d. Effectiveness
e. Duplication - possible sub-contractors

C. Change name - possibility -- ABC - Alliance for Better Communities
D. Change Board number to no more than 15
E. Redraft bylaws -- to clearly state board's responsibility to set
policy not to run program
F. Establish quarterly reporting requirements
G. Following duplication report: reduce paid CAA staff (by using
existing services either at City or County or both)
H. Appoint new permanent board, hold election for citizen participation
(target area representative)
I. Establish training program with Community Services Administration for
new board members
K. Authorize the City Manager to appoint new director with ratification
by City Council and Commissioners Court
L. City Council and County Commissioners - assign staff to attend and
assist at :board meetings until program operation is established.
5. Designate City of Fort Worth as the Community Action Agency for Fort Worth
and Tarrant County.
County Judge Moncrief will present the same plan to the Tarrant County Commissioners'
Court at their meeting on November 10, 1980.
Recommendations
It is recommended that the City Council:
1. Give notice of intent to revoke the current CAA designation and follow the propose
action plan; and
2. Adopt the attached resolution.
Fiscal Note
No additional expenditures will be experienced at this time, because the in-kind
contribution is currently being met.
Legal Comment
No comment necessary.
City Manager's Comment
The City Manager believes this is a policy matter that should be decided by the City
Council.

A Resolution
WHEREAS, the Greater Fort Worth and Tarrant County Community Action
Agency was designated in 1968 to provide services to the low-income citizens
of Tarrant County; and
WHEREAS, between 1968 and 1980, a variety of programs and services have
been made available to many of our low-income citizens; and
WHEREAS, in recent years these services and programs have been less
effective due to various conflicts and controversies involving the CAA
Board and/or staff; and
WHEREAS, the City Council does not wish to see our low-income citizens
suffer unnecessarily while many of these controversies are resolved;
NOW THEREFORE BE IT RESOLVED that the Fort Worth City Council recommends
that the Community Services Administration continue to fund the Greater Fort
Worth and Tarrant County Community Action Agency until a new designation is
made by the City of Fort Worth and Tarrant County.
