Some of the agencies have been successful, while others only have added to what is now called the "human services maze". This is a term used to describe the difficulty in getting aid to the poor as a result of service duplciation, inadequate coordination and diminishing resources. The need to develop a comprehensive approach to human service delivery is clear. The Texas Department of Human Resources (TDHR) has recognized this problem and is requesting proposals for a demonstration comprehensive services delivery approach to family, children, aged and/or disabled persons when such services are provided by a State agency, but are integrated with a project administered and/or coordinated by a local unit of government. There are a number of social services currently provided by public agencies that could benefit from this demonstration project. The Request for Proposals (FRP) from TDHR requires that the services which are to be included in the demonstration project be integrated and coordinated with similar services that are currently being provided. PROPOSAL I believe the City of Fort Worth should take the lead in eliminating the human service maze by developing a demonstration project that cuts across geographical and agency boundaries. Such a program would provide the tools to link other State, local and private resources. I am requesting that the City staff be authorized to develop a demonstration project to integrate and coordinate "Emergency Family Services". The proposed program will focus on the areas of: (1) food; (2) clothing; (3) short-term financial assistance; and (4) emergency housing assistance. Once the proposal has been developed, it will be presented to the City Council, and, if approved, will be forwarded to the Texas Department'of Human Resources. Funding for-this program could become available from the State after August, 1981. Authorize the City Manager to submit to the Texas Department of Human Resources an intent to develop a project to integrate and coordinate Emergency Family Services; and 2. Adopt the attached resolution. LEGALITY Not applicable. FISCAL NOTE Program will be 100% financed by the State Department of Human Resources except for the cost of preparing proposal.
