Cable Study Committee
Background
In May, 1979, the City Council initiated. a process by which a company would be
selected to provide cable communications service to the citizens of Fort Worth.
Subsequently, in June, 1979, the Mayor appointed a Council Cable Study Committee
comprised of Councilmen Bert Williams, Bob Bolen and Jeff Davis, and the Council
engaged the services of Cable Television Information Center as its consultant in
September.
The Study Committee examined the policy issues involved, considered citizen input
from a series of public meetings, and made recommendations regarding items to be
included in a Request for Proposals (RFP) approved by the City Council on July 8,
1980. The RFP, which was issued on July 15, specified the services required by
the City and identified others that were desirable. Also included in the RFP
package provided to prospective applicants were proposed franchise, rata, tenant/
landlord, and program content ordinances.
On October 10, 1980, proposals were received from seven cable companies. These
proposals have been evaluated carefully by the City's consultant, and the Study
Committee has complexed its analysis of the proposals. Based on the findings of
the consultant and the considered judgment of the Council Cable Study Committee
members, the following recommendation is made.
Recommendation
It is recommended that the City Council:
1) Grant a cable communications franchise to one of the following
companies:
l a) Sammons of Fort Worth
b) Storer Communications of Fort Worth, Inc.
2) Authorize the City Manager and City Attorney to negotiate a franchise
agreement with the company selected in accordance with its proposal,
the City's RFP and the franchise or#inance. Such agreement will be

submitted to the Council for approval.
Legality
Under State law and the City Charter, the City has the authority to award a
cable franchise.
Fiscal Note
The City of Fort Worth will receive five per cent of the gross revenues of the
cable system.
City Manager's Comments
The staff concurs in the recommendation of the Cable Study Committee.
