Background
On September 15, 1981 (M&C G-5099), the Fort Worth City Council adopted Ordinance No.
8414, authorizing the establishment of a Citizens' Cable Board (CCB). The thirteen-
member CCB was to be composed of (a) one representative each from the special interest
areas of education, social service, religion, arts and cultural, public access, and
health care; (b) four representatives to serve as citizens-at-large; and (c) three
Oil City Council members who serve on the Council's Cable Study Committee. The CCB also
was to include four ex officio, non-voting members -- two each from staff of the City
of Fort Worth and Sammons.
During the period between September 15 and October 16, Fort Worth citizens interested
in appointment to the CCB were asked to submit applications. More than forty applica-
tions were received for the CCB's ten designated slots. All the applicants are
highly-qualified individuals willing to make a positive commitment to Citizens' Cable
Board functions.
With so many capable and talented citizens interested in serving on the CCB, the Cable
Study Committee believes that the City Council should consider expanding the number of
citizen representatives on the Board, while maintaining An appropriate degree of
Council participation.
Proposal
The purpose of this policy proposal is to recommend that Ordinance No. 8414 be amended
00, to allow a reduction in the number of City Council representatives serving on the CCB,
and an increase in the number of citizens-at-large serving on the Board. Specifically,
it is proposed that the Chairperson of the Cable Study Committee be the City Council's
representative on the CCB, with the remaining committee members designated as alternate
to serve in the event of the Chairperson's absence. Further, it is proposed that the
number of citizens-at-large be expanded from four to eight.
Recommendation
It is recommended that the City Council approve the attached ordinance amending Ordinan e
No. 8414 to change the composition of the Citizens' Cable Board.

Ali ORDINANCE AMENDING SECTION 45-1 "CREATION AND
ORGANIZATION OF CITIZEN'S CABLE BOARD, TERMS OF
OFFICE, ETC." OF THE CITY CODE OF THE CITY OF
FORT WORTH BY CHANGING THE COMPOSITION ON THE
CITIZEN'S CABLE BOARD; AND DECLARING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Chapter 45 "Citizen's Cable Board," Section
45-1 is hereafter amended to read as follows :
"Section 45-1. Creation and Organization of Citizen's
Cable Board, Terms of Of ice, etc.
There shall be established a citizens' board entitled
the Fort Worth Citizens' Cable Board (CCB) . The Board shall
consist of fifteen members appointed by the City Council
whose composition shall represent:
Education 1
Social Service 1
Religion 1
Arts/Cultural 1
Public Access 1
Health Care 1
Citizens-at-Large 8
City Council Member 1

Ex-officio non-voting members of the Citizens' Cable 1
Board shall be as follows:
City Staff 2
Company's Community Access
Director 1
Company's General Manager 1
The City Council members and representatives of special
interest areas shall be selected for an initial term of two years

and shall be limited to not more than one reappointment.
Citizens-at-large shall be selected for a three year term
and membership shall be limited to not more that one re-
appointment.
The Board shall adopt by-laws governing its procedures
and actions coming before it."
SECTION 2.
This ordinance shall take effect and be in full force
and effect from and after the date of its passage, and it is
so ordained.
