Background
During the past few years the City's experience using Community Development Block
Grant funds for street improvements in the Inner City has been extremely good. Where
Community Development Block Grant(CDBG) funds have been utilized for this purpose,
neighborhood revitalization has been more quick to occur. A number of Inner City
neighborhoods are undergoing revitalization as a result of these street improvements.
Streets in the Inner City are generally the ones with the greatest need for resurfacing
and reconstruction. If ve are to accomplish the repair of these streets over a reason-
able period of time, it is imperative that the City Council develop a financial
strategy to accomplish this goal.
Proposal
I propose that beginning with Yoar Eight Community Development Block Grant Program
Year - beginning June 1,1982, that the City Council commit $1.5 million each year
for ten years in Community Development Block Grant funds for Inner City Street
Improvements. In addition to the Community Development Block Grant commitment, I
also propose a ten year commitment of $1.5 million per year from Capital Improvement
Program funds for the same purpose, contingent upon passage of future bond issues.
Together, CIP and CDBG funds in the amount of $3 million per year will serve as a
major catalyst to revitalize the Inner City and to promote other improvements through-
out the Inner City area.
The funds may be used for design, engineering, construction and reconstruction of Inner
City streets.
City Manager's Comments
A long term financial commitment for the joint use of Community Development
Block Grant Funds and Capital Improvement funds will significantly improve
our ability to plan for the orderly repair of inner City streets~ I concur
that this proposal, if adopted will encourage the revitalization efforts that
we already have experienced in a few of our inner City target areas.

Legal Comment
There are no legal restraints that would prohibit the City Council from adopting
this policy proposal.
Financial Cemoknt
This proposal,if adopted, Will require that the $1.5 million be included in the
Community Development Block Grant plan each year through 1992, and that a similar
amount be included in the upcoming Capital Improvements Program and subsequent
Capital Improvement Programs until 1992.
