Subscription routes to Bell Helicopter Textron and General Dynamics Fort Worth Division are important elements of that service. These routes reduce traffic congestion and air pollution, conserve energy and help reduce street maintenance by taking hundreds of cars off our streets every weekday. Most importantly they provide transportation for taxpayers who fill the buses on every trip and pay a higher than average fare, making this one of our most productive transit services. Subscription riders represent our first successful penetration of the so-called "choice rider" transit market. The subscription riders have demonstrated their commitment through the years as have their employers. Bell Helicopter and General Dynamics actively support this program through marketing, route planning and employee relations activities. This service is too important to our city to be allowed to die. At the direction of City Council, the staff has prepared proposals for a continuation of subscription service. These proposals include reductions in service and costs combined with increases in fares to reduce the city subsidy to $48,000 per year (IR3766). Through surveys, the users have demonstrated their support for higher fares and service continuation. The concern of many City Council members has been that the required $48,000 subsidy was not included in the adopted 1982-83 budget. Since the adoption of the budget, a number of events have taken place which in my opinion have altered the city's ability to fund the continuation of this important service. Savings can be generated in CITRAN operations which in all likelihood will cover this subsidy. These savings are expected to come from better than budgeted revenue from the fare increase and charter operation, stable fuel costs and adjustments to other unproductive CITRAN bus routes. In addition, the City Manager has informed the City . Council that salary savings beyond those anticipated in the adopted budget will be realized. Given the availability of these funds, I do not believe the city can afford to cancel the subscription service. I, therefore, propose that the City Council direct that the subscription service be continued at the monthly rate of $40. I further propose that the City Manager be directed to fund the increased subsidy from the CITRAN LEGALITY ❑ ( FISCAL NOTE ❑ CITY MANAGER'S COMMENTS ❑ ;�: _:::. . POLICY PROPOSAL (cont') PAGE 2 OF 2 operating budget to the extent possible and that any additional required subsidy be provided through anticipated salary savings. By adopting this proposal the City Council will strengthen our commitment to public transportation, recognize the dedicated efforts of the subscription riders and employers, and enhance the chances for establishing a reliable success of and equitable funding base for public transportation in the future.
