Background
On April 4, 1978, the City Council approved M&C G-3770 which adopted the concept of
Coordinated Neighborhood Revitalization (CNR) . The CNR concept was designated to
accomplish the following objectives:
1. To encourage and formalize a working relationship among the City's
various planning and plan implementation functions;
2. To assemble and apply effectively the best available talent to plan and
execute the strategies for neighborhood revitalization in the selected
areas;
3. To maximize the application and effectiveness of the City's fiscal
resources in a concentrated and expedited program; and,
4. To implement the recommended actions of the Inner City Study, overall
Economic Development Plan, and other special studies.
Initially, the City Council designated three CNR areas, Near Southeast, Mid South,
and Riverside. During the second year of the CNR concept, the Northside area was
added as a CNR area.
On December 3, 1981, the City Council approved M&C G-5166 designating six neighborhoods
as Special Emphasis Areas (SEA's) for the purpose of concentrating CDBG funds in
those areas. An additional area was later designated as a SEA. The SEA's replaced
the CNR concept because of the reduced role of the federal government in programs
devoted to neighborhood revitalization. The SEA's were selected using a methodology
that was primarily based on neighborhood housing needs. The recommendation for the
establishment of the SEA's was also based on the belief that concentrating available
resources in well-defined geographic areas is the best means for stimulating their revi-
talization. It was anticipated that new areas would be added and old ones dropped when
revitalization efforts were self-sustaining. We now believe the length of time
required to turn a blighted area around restricts the City's ability to concentrate
the majority of our efforts in a few areas.

Proposal
It is proposed that the City Council designate Worth Heights a Special Emphasis
Housing Area for the purpose of concentrating CDBG and other funds in this
neighborhood for housing improvement programs. By designating this area as a
housing emphasis area, it could be eligible for future demonstration projects.
Legality
Such action is Zaithin the purview of the City Council.
Fiscal Note
The designation of another Housing Emphasis Area will not increase the amount of
CDBG funds allocated to the City of Fort Worth and will require that some of these
funds be available to this area.
City Manager's Comments
The Worth Heights Area is currently eligible to receive housing funds from any of
the City-wide housing programs. Designating this area as a Special Emphasis Housing
Area will make it eligible for new housing demonstration programs such as the Rental
Rehabilitation Program.
Even though we recognize that all of the City target areas should not be designated
as SEA's, we do believe the Worth Heights area is comparable to Como and should be
designated as a Special Emphasis Housing Area.
The Planning Department will soon be conducting an analysis of all SEA's and target
areas to determine if any modification is needed to continue our efforts to target
CDBG funds to the areas that have the most need. Following the completion of this
study, the City Council may be asked to add some new SEA areas and drop scme of the
existing areas. It is not believed that the completion of this study is necessary
in order to designate the Worth Heights area as a Special Emphasis Housing Area at
this time.
