Background
Numerous citizen complaints have been received about the parking of vehicles in unpaved
areas in the front yards of dwellings. Such parking is annoying, unsighly and
contributes to urban decay. It is also injurious to those who reside in the vicinity
and constitutes a nuisance. Such parking, should, therefore, be prohibited.
Proposal
It is proposed that:
1. The City Council direct the City Attorney to draft a proposed ordinance
providing that the parking of motor vehicles in front yards of single-family
dwellings and duplexes shall be prohibited unless hard surfaced parking is
provided. Such ordinance shall also provide that such parking consitutes a
nuisance and that any person who violates such ordinance shall be guily of a
misdemeanor and shall be punished by a fine of up to $200 per day.
2. The City Council direct the City Manager and City staff to review and comment
upon the proposed ordinance and return the same to the Council for consideration.
Legality
This action is within the purview of the City Council and there are no known legal
., impediments.
Fiscal Note
This action does not require an expenditure of funds.
