Counci manANAL R'S REVI Dwaine Johnson . 1 Background For more than a decade, the percentage of transportation collars in the State budget has steadily declined; from 278 in 1965 to 138 in 1984. Over the next 20 years, the state's population will increase by about 508 and the mTrber of licensed drivers will increase by approximately the same amount. Also, during the next 20 years, State officials have projected that additional funding totaling $1.2 billion annually is required to maintain arra rehabilitate the existing system and to build new projects. The cost of 20-year regional mobility plans for only the state's four largest metropolitan areas is in the $34 billion range. The price tag for Tarrant County projects alone, during this period, exceeds $3.5 billion. The recently completed Southwest Quadrant Transportation Study has clearly defined the need to proceed immediately with an 11.7 mile Southwest Freeway in Fort Worth as a southerly extension of State Highway 121 (Airport Freeway). The total cost for this project is an estimated $204 million. During the past three years, the State Highways and Public Transportation Commission and the departments' engineer directors have repeatedly informed requesting cities arra their State Senators and Representatives that funds aren't available for their respective high priority projects. During a January 25th luncheon speech at D/FW Regional Airport before several hundred businesses and civic leaders from throughout the Metroplex, State Highways and Public Transportation Commission Chairman, Mr. Bob Lanier, publicly called for support to double the state gasoline tax from 5 to 10 cents per gallon or 10 percent of the cost per gallon, whichever is greater, and also to increase the annual motor vehicle registration fee by $25. It is estimated that his proposed increases would provide an additional $760 million annually for highway maintenance and development. 1 7,V � els t�• • .-T } LEGALITY FISCAL NOTE CITY MANAGER'S COMMENTS POLICY PROPOSAL (cont'd) PAGE_OF As evidence of the City of Fbrt Worth's previous recognition of need and support for additional highway funding, Mayor Bob Bolen co--sponsored the Texas Municipal League resolution (adopted October, 1982) calling for a 5 cents per gallon state motor fuels tax increase and an increase in the annual vehicle registration fee. Also, during the 1983 session of the Texas Legislature, the Fbrt Worth City Council adopted a Statement of Policy (March 8, 1983) supporting passage of SB 287 by Traeger and its companion HB 632 by Cain. Passage of either bill would have appropriated an additional $500 million per year for the highway systems and $100 million per year for city street and bridge repairs. No tax bill was enacted during the 1983 session. Proposal It is proposed that the City Council of the City of Fort Worth endorse the funding proposals requested by the Chairman of the State Highways and Public Transportation Commission and that the City Council adopt as policy this public commitment to support the passage of legislation to increase the state gasoline tax to 10 cents per gallon or 10 percent of the cost per gallon, Whichever is higher and also to increase the annual motor vehicle registration fee by $25. It is further proposed that the City Council urge all members of the Tarrant County legislative delega- tion to support passage of the proposals outlined above during the next session of the Texas Legislature. Legality No comment required. Fiscal Note More than 60% of the revenues derived for highway funding from the proposed increases would be spent in urban areas. City at Fpu Wontif Texas CITY OF FORT WORTH Tir �r'se%r�o�� At 1992- A 982A RESOLUTION SUPPORTING ADDITIONAL LEGISLATIVE APPROPRIATIONS AND USER CHARGE INCREASES TO PROVIDE PROPER FINANCING FOR STATS-LOCAL HIGHWAYS ARID ROADS WHEREAS, enormous increases in Texas' population, accompanied by inflationary pressures and snowballing rates of road and bridge deterioration, have resulted In a near-crisis situation requiring the immediate infusion of additional trans- portation funding; and WHEREAS. recent surveys of the state's transportation system reveal that: (1) Texas leads the nation in the number of deficient bridges (17.200) and deteriorated state roadways (7.740 miles) . (2) With the advent of small, fuel-efficient cars. Texas highway users are paying less, per mile of travel, for road construc- tion and maintenance than 20 years ago. The state's SC per gallon gas tax is the lowest in the nation, and has not been increased in 27 years. Noreover. in 1965, 27Z of the state budget went for transportation; in 1982, only about 10% of the state budget will be spent for transportation-related purposes. (3) Texas motorists are paying an increasing "bad road&" tax, which costa each motorist an average of $291 per year in wasted gasoline. tire wear, car repairs, insurance and medical bills. (4) Over the next 20 years, the population of Texas will increase by about 50 percent, and the number of licensed drivers will increase by approximately the same amount. The state will have to triple its currant rate of annual expenditures ($751 million) in order to handle the anticipated traffic increase. (5) Transportation spending of $51 billion will be needed over the next 20 years to overcume the current backlog of needs--including $6.2 million for road and bridge rehabilitation. $30.3 billion for reconstruction, $6.7 billion for new routes, and $7.7 billion for maintenance; and WHEREAS, the state Ia transportation funding problems are mirrored at the local level. But they are still falling ever further behind, because the street repair backlog to growing at rates that exceed local spending increases. The cities will never be able to bring their streets and bridges up to standard without state financial assistance. (k) The deterioration of city streets and bridges will continue to accelerate in the future. The 10 million motor vehicles already in the state are wearing out local roads and brid8es faster than they can be rapaired. Twenty years from now, the cities will have 16 million vehicles to contend with--mors than half again today'u volume. NOW, THEREFORE, BE IT RESOLVED by the delegates assembled at this 70th Annual Conference of the Taxa& Municipal League that TML support passage in the 1983 Legislature of an omnibus integrated legielative package containing the following components: (1) Increased state appropriations, including $1 billion in ,. additional annual funding for the State Department of Highways h Public Transportation, of which mors than 60X ($600 million) would be spent in urban areae. (2) $100 million per year for the City Street Improvement Fund (the "TML Pothole Bill") proposed during the 1981 legislative session, and $70 million per biennium in state grants to city transit systems for capital improvements. (3) Increases in the Sc/gallon state motor fuel tax and motor vuhicle registration f"a in order to shift more of the financial burden for transportdtion improvemants over to users, and away from the state General Fund.
