Background
Over the past several years, City Council has directed CDBG funded economic
developnent programs to reduce the City's portion of their budgets 15% per
year to motivate fund-raising efforts from alternate sources. Having
successfully leveraged outside funding and reduced City support to one-third
of their budget, I recommend continued funding at current levels for the
Minority Procurement Program to prevent continued reduction of services to
Port Horth minority businesses.
In Year VIII of the CDBG program, the functions of the economic development
Programs were consolidated fram far to two agencies. CDBG investment in
minority business consulting services has been reduced from a high of
$347,400 in Year VII, to $151,000 in Year IX.
The Minority ProCurenent Program of the Port Worth Hispanic Camber of
Coumerce has achieved the intent of the CDBG budget reduction policy by
securing alternate funding for its programs. By matching City support with
grants from the National Minority Supplier Development Oouncil, Inc. and
Alexander Grant & Co., the Hispanic Chamber has broadened its scope of
services and increased productivity.
