POLICY PROPOSAL
DATE FILE NUMBER SUBJECT Review of Growth and Development PAGE QF_
5/29/84 C.P. 112 Policies
PROPOSAL PROPOSED BY: Councilmem- i MANAGER'S R VIEW
bers Lancaster, Williams
Background
In the last two years the City of Fbrt Worth has experienced an unusually
large amount of development, proposed develop-ent, annexation requests and
incorporation requests within the City and its Extraterritorial Jurisdiction
(ETJ). 'These trends and the growth rate in the last two years indicate that
Fort Worth maybe experiencing the beginnings of a significant and sustained
growth trend. More specifically, population increase of 60,000 to 110,000
during the next ten years seems probable.
These trends cause several growth management problems and issues. For
example:
1. In term of location, density, land use, and phasing; what types of
growth and develcpnent:
a. are most cost efficient,
b. preserve the high quality of life, and
c. avoid growth problems such as congestion,
negative envirorrental impacts and inner-city
deteriorization?
OPI 2. What are the most equitable methods of distributing the capital and
operating costs of growth?
3. What sorts of city policies, ordinances, and State legislation are needed
to implement a growth management policy that most effectively addresses
the above issues?
Fbrt Worth is fortunate to be in a position to address these issues before
the irreversible consequences of unmanaged growth occur.
Proposal
It is proposed that the City staff address the above mentioned growth
management problems and prepare options for City Council consideration no
later than October, 1984.
