Background
On the zoning docket for June 12, 1984 is a recommendation from the Zoning
Commission concerning amendments to the Zoning Ordinance relating to the regulation
of billboards, listed as Zoning Ordinance Text Amendment Z-84-131. As the Special
Council Committee on the Regulation of Billboards has been studying this issue along
with the task force over the past ninety days, we have requested the City Attorney's
Office to prepare an alternative ordinance to reflect the Committee's
recommendations. With this City Council Policy Proposal, we are requesting your
support for our alternative ordinance.
As you recall, the proliferation of outdoor advertising signs was one of the
concerns identified in the Council's last retreat. Following the enactment of
the 90-day moratorium on the erection or alteration of billboards and the
appointment of our Committee on March 22, 1984 and the appointment of our Committee,
we began diligently studying the issues. The task force appointed by this Committee
labored over a period of three weeks to reach a consensus on the many complex issues
Involved. However, this task force, composed of four industry representatives, four
neighborhood representatives, a Zoning Commission liaison, a Streams and Valleys
Committee representative, and four staff members, was not able to achieve agreement
on the more controversial items. For this reason, our Committee proposed the
provisions of the draft ordinance, which was considered by the Zoning Commission on
May 17th, May 23rd, and finally acted upon May 30th. After reviewing the
recommendations of the Zoning Commission, we made further revision* to the ordinance
and we are now presenting our proposals to the full Council for action. The 90-day
moratorium will expire on June 18th, and the City Attorney's Office strongly urge*
us to take action prior to that date to avoid extending the moratorium.
For your information, we have attached a summary chart and a written synopsis of the
numerous issues studied by the task force and the Special Committee. The discussion
parallels the chart, and provides some background on each issue along with the
major arguments presented by each group during the task force meetings and in
the public hearings. In addition, the City Attorney has prepared an ordinance
amending the definition* of the Sign Code to conform to these proposed Zoning
Ordinance provisions.

Proposal
The Special City Council Committee on the Regulation of Billboards proposes that the
City Council adopt the attached ordinances ascending the Comprehensive Zoning
Ordinance and the Sign Code, to provide for the regulation of off-premise signs.
Legality
The City Attorney has reviewed this proposal and there are no known legal
Impediments.
Fiscal Note
No additional expenditures for enforcement of the revised billboard regulations are
anticipated.
City Manager's Comments
The City Manager's staff has no objections to this policy proposal.
