Background
During the past several months, I have been working with the Chamber of
Coaumerce Crime Committee analyzing possible methods of reducing crime in Fort
Worth. I have also been working with staff to explore alternatives to have
additional police officers assigned in District 4 because of the substantial
increase in prostitution, robbery, and burglary activity that has occurred on
the east side of the City.
The stepped up enforcement which has specifically addressed the highly
visible criminal action an the. -east side of Fort Worth has required the
Police Department to make substantial reassigrnent of sworn personel which
cannot be continued without affecting the level of police protection in other
areas of the City.
Proposal
In order to respond to the increased criminal activity throughout the City
and especially in District 4, I am proposing that the City Council authorize
an additional recruit class which would start in August of 1985. The current
budget provides for two classes of thirty recruits each. These classes are
scheduled to begin in December of 1984 and April of 1985 and the Police
Department anticipates requesting another class that would begin training in
October if their request is approved by the City Council in the new budget
year.
I am proposing that this additional class begin training in August of 1985
and that the class be funded from salary savings that are currently
anticipated in the 1984-85 current police budget.
Financing
This proposal would have a minimal impact on the 1984-85 General Fund Budget
because the funds were allocated for use by the Police Department when the
City Council approved the current operating budget.

City Manager's Comments
The City Manager concurs with the proposal to add an additional Police
recruit class this year. A separate Informal Report has been developed by
the City Manager which analyzes a proposal from the Police Department that
will allow the Police Department to maintain a full complement of sworn
personnel on a continuous basis.
Recommendation
It is proposed that the City Council approve an -additional police recruit
class to begin in August of 1985 and that the additional class be funded
through salary savings from the Police Department's operating budget.
