Ba sb , Garrison and Gill y ja, RECOMMENDATION It is recommended that the City Council adopt M&C G-6770 to provide for the appointment of the FWTA Executive Committee. eL BACKGROUND When the Fort Worth Transportation Authority was established by public re- ferendum in November, 1983, the Council members serving as officers of the Interim Executive Committee (Dwaine Johnson, Chair; Jim Bagsby, Vice Chair; and Kathy Wetherby, Secretary) conducted interviews with several citizens who have expressed an interest in serving on the FWTA Executive Committee. Following this process the Interim `Executive Committee recommended to the City Council the eight members who were appointed to the FWTA Board. The final board member was appointed by the TCCC upon recommendation of the Mayor. The same nine persons were reappointed in August, 1984, and again in August, 1985. (The enabling legislation that provided for the establishment of FWTA and its taxing authority requires the appointment of members in August of each year.) Several concerns have arisen about the continuation of this process: (1) OPW all FWTA Executive Committee Members might conceivably rotate off the Board at the same time after six years of service, and (2) the current makeup does not include representation from all Council Districts. A modified appointment process could address these concerns. Also, a modified method of appointments from each Council District would be more consistent with the City Council 's process for appointments to other boards and commissions. Accordingly, as the remaining Council member who served on that initial Council Committee, I have discussed with several Council members a change in the appointment process that would provide for one FWTA member to serve as the appointment of his/her Council member. I believe that this is the fairest pro- cedure for appointment. They have provided a valuable service to Fort Worth. M&C G-6770 on the agenda today provides for the appointment of the FWTA Executive Committee as described above LEGALITY: The City Attorney's Office has determined there is no legal impact.
