Wi 11 i ams & CIT NAGER'S VIEW Councilman L. Za ata The past two years the City Council has listed housing as the number one priority among the many needs facing the City. The reasons why housing has become our number one priority is because of the high number of families in need of affordable housing, the limited number of affordable housing units, limited number of conventional public housing units, limited number of rent subsidy certificates and vouchers and lately an increasing number of apartment complexes that are being foreclosed and abandoned. Unless the City steps forward with new programs to address the housing problem, Fort Worth will be faced with a larger number of families in need ,of housing and , at the same time an increasing number of vacant and abandoned housing units. Housing programs must be structured to ensure that the limited resources the City has are used in a manner which will maximize benefits to those in. need of housing assistance. Therefore, it is proposed that the staff develop a new housing program which will provide housing assistance and at the same time provide families with the opportunity to move closer to self-sufficiency. The new program would be patterned after the Federal Section 8 Certificate And Voucher programs, but could include local requirements which would address Fort Worth's special needs. A social service support system could also be a part of this type of program. The program could also targe units which are being well maintained, but may be in finjncial danger because o the vacancy rate. LEGALITY E r FISCAL NOTE [3—' `� CITY MANAGER'S COMMENTS __ POLICY PROPOSAL (cont'd) PAGE-2-OF 2 The establishment of new programs without new funds becomes difficult because existing resources have to be redirected. Such is the case at this time in Fort Worth. A new housing program would have to be established with existing funds that are currently funding other programs. Because local problems can best be addressed with local solutions, a housing program designed to meet Fort Worth's needs could be a model program for Fort Worth and the nation. FINANCE Funds are not currently available since all programs dollars have been committed to approximately 50 projects. Funding for this proposal would require reprogramming of current approval by HUD. APPROVED BY CITY C'OU'NCIL LEGAL OCT I 1 There are no known legal impediments to this proposal . CITY MANAGER COMMENT city Seocetery of the City of Fort North,Texa! A housing program as described in this proposal is an eligible activity under the Community Development Block Grant program. The implementation of such a program would require coordination with sev6ral other agencies who provide various social services. A non profit organization would have to be contracted with to implement the program.
