Arts grant and matching monies provided by the City of Fort Worth. Working with the Park and Recreation Department, the Arts Council will expand the already successful Performing Arts Grant to promote youth and family-oriented arts programming throughout the community. Special programming will be designed for latch-key children and an arts summer camp will be offered for children at neighborhood park sites. The $300,000 grant application submitted last month to the National Endowment for the Arts requires a 2:1 local public dollar match, or $600,000 over a three-year period. MISSION STATEMENT The mission of this program is to enhance cultural and arts awareness and im- prove the quality of cultural products to heighten creativity that will address the needs of the community. The program will include an education module that will provide an outreach component in the underserved areas of the city. This will bring about a performance tool to be used in conjunction with local arts groups providing programs for the community. PROPOSAL It is proposed that the City contribution be achieved by budgeting interest earnings in the amount of $200,000 for FY 1989-909 1990-91 and 1991-92 from ;3 million in the General Fund Fund Balance designated for the purpose of this City Arts Endowment program. Council approval of the attached resolution will document the City's three-year commitment. LEGALITY The City Attorney has reviewed this proposal and finds that there are no legal impediments to the proposal.. Interest earnings will, however, have to be bud- geted in each fiscal year and any contracts in future fiscal years shall be subject to the appropriation of funds. CITY OF FORT WORTH Am ARE RLSQLUT�OY 210. ��� COMMITTING LOCAL FUNDS TO MATCH A NATIONAL ENDOWMENT FOR THE ARTS LOCAL PROGRAM GRANT WHEREAS, on May 23, 1989, the City Council approved the submission of a Letter of Intent to the Local Program of the National Endowment for the Arts for funds to promote excellence in local performing arts in Fort Worth; and, WHEREAS, on August 8, 1989, the Council authorized the Mayor to sign a grant application in the amount of $300,000; and, WHEREAS, the MEA grant requires a match of at least $600,000 in local pub- lic money over a three-year period; and, WHEREAS, the Arts Council has, through its planning process, identified r excellence, arts education and community outreach as its three principle goals; and, WHEREAS, arts professionals can provide an enrichment for all youth and serve as role models for talented youth; and, WHEREAS, the City of Fort Worth has excellent arts organizations in the underserved areas of Fort Worth which desire to develop educational outreach programs throughout the City of Fort Worth primarily in the disadvantaged areas of the city; and, WHEREAS, the grant program will have as a primary focus, support of family-oriented events in the neighborhood parks and centers in areas of the community which previously have not had access to such programs; and, WHEREAS, the Arts Council also proposes to develop and schedule arts education programs throughout the community for children and young people, in- cluding an arts in the park summer camp; and, visory e o nine ers c r se n Euge r , as o, rk-a PnuZr rl n e er n a r pr ive fr ar groups n e commun will s e as h facil a ors dev op oto the ucat.iona nd outreac componen and wi monitor is implementatio ; NOW, THEREFORE, BE IT RESOLVED, that the City Council endorses the plans for the Community Arts Program; and, ***2nd to last paragraph was amended to read as follows: WHEREAS, an Advisory Committee of members comprised of respresentatives of the City Council , Arts Council , Park and Recreation Advisory Board, Director of the Park and Recreation Advisory Board and representatives of arts groups in communities are to be involved O OFFI L RECO^a LCIt EiRY riff.
