The Arts Council of Fort Worth and Tarrant County proposes to implement an
innovative community-arts program With funds from a potential National Endowment
for the Arts grant and matching monies provided by the City of Fort Worth.
Working with the Park and Recreation Department, the Arts Council will expand the
already successful Performing Arts Grant Program to promote youth and
family-oriented arts programming throughout the community. Special programmng
will be designed for latch-key children, and an arts summer camp will be offered
for children at neighborhood park sites.
The $300,000 grant application submitted last month to the National Endowment for
the Arts requires a 2:1 local public dollar match, or $600,000, over a
, three-year period.
PROPOSAL'
It is proposed that the City contribution be achieved by budgeting interest
earnings in the aT%ount of $200,000 for FY 1989-90, 1990-91 and 1991-92 from $3
million in the General Fund Fund Balance designated for the purpose of' this City
Arts Endowment program. Council approval of the attached resolution will
document the City's three-year commitment.
LEGALITY
The City Attorney has reviewed this proposal and finds that there are no legal
impediments to the proposal. Interest earnings will, however, have to be
budgeted in each fiscal year and any contracts in future fiscal years shall be
subject to the appropriation of funds.
FISCAL NOTES
The first expenditure of City funds will not be required until FY 1990-91, thus,
there will be no impact on the FY 19e9-90 budget currently under consideration.

A Resolution
COMMITTING LOCAL FUNDS TO MATCH A NATIONAL ENDOWMENT
FOR THE ARTS LOCAL PROGRAM GRANT
WHEREAS, on flay 23, 1989, the City Council approved the submission-
of a Letter of Intent to the Local Program of the National Endowment for the
Arts for funas to promote excellence in local performing arts in Fort Worth;
and
WHEREAS, on August 8, 1989, the Council authorized the Mayor to
sign a grant application in the amount of 5300,000; and
WHEREAS, the NEA grant requires a match of at least $600,000 in
local public money over a three-year period; and
WHEREAS, the City Council of Fort Worth and Tarrant County has
begun a multi-year private fund raising effort to initiate a special grants
pool to support local performing arts groups and already has raised 5215,000;
WHEREAS, the grant program will have as a primary focus, support of
family-oriented events in neighborhood parks and centers in areas of the
community which previously have not had access to such programs; and
WHEREAS, other programs will be offered in centralized areas such
as Gateway Park, the Cultural District, the Stockyards and the downtown area;
and
WHEREAS, the Arts Council also proposes to develop and schedule
arts education programs throughout the community for children and young
people, including an ar,0 in the park summer camp;
NOW, THEREFORE, BE IT RESOLVED, that the City Council endorses the
plans for the Community Arts Program; and
BE IT FURTHER RESOLVED, that the City Council will dedicate
interest earnings in the amount of 5200,000 in FY 1989-90, 1990-91 and
1991-92 from S3 million in the General Fund Fund Balance designated for the
purpose of this endowment program.
