HomeMy WebLinkAboutOrdinance 18097-05-2008Ordinance No. 18097-05-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORTS GRANT FUND IN THE AMOUNT OF $96,103.16, SUBJECT TO RECEIPT OF THE GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR THE PURPOSE OF AIRFIELD PAVEMENT REHABILITATION, AIRPORT BEACON RELOCATION AND REPLACEMENT OF AIRFIELD SIGNAGE AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2007- 2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airports Grant Fund in the amount of $96,103.16, subject to receipt of the grant from the Federal Aviation Administration, for the purpose of airFeld pavement rehabilitation, airport beacon relocation and replacement of airfield signage at Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to approve additional funding in the amount of $91,298.00 from the Federal Aviation Administration to construct airfield pavement rehabilitation, construct airport beacon relocation, and replace airfield signage at Fort Worth Alliance Airport; 2. Authorize the use of land credits in the amount of $4,805.16 for the City's in-kind local match of 5 percent of the project cost; and 3. Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Airports Grant Fund by $96,103.16 subject to receipt of the grant. DISCUSSION: On April 8, 2008, (M&C G-16099) the City Council approved the City Manager to accept, if awarded, a grant from the Federal Aviation Administration (FAA) for various improvements at Alliance Airport in the amount of $800,000, and the City's 5 percent in-kind local match of $42,105.26, making the total project $842,105.26. Each year Fort Worth Alliance Airport is eligible to receive Airport Cargo Entitlement and Non- Primary Airport funds from the FAA based on the amount of cargo activity from the previous calendar year and discretionary dollars available in the airport improvement program. The amount of entitlement and non-primary airport money available to Alliance Airport was increased from $800,000 to $891,298 shortly after the approval of M&C G-16099, thereby creating the need to increase the authorized funding. The City's five percent in-kind local match was increased from $42,105.26 to $46,910.42 making the total project $938,208.42. Upon receipt of a grant from the FAA, these Airport Cargo Entitlement and Non-Primary Airport funds will be used to: 1. Construct Airfield Pavement Rehabilitation (Runway and Taxiway Shoulders, Full and Partial Depth Repairs); 2. Construct Airport Beacon Relocation; and Logname: 55AMDALLPAVGNT Page 1 of 2 3. Replace Airfield Signage. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, receipt of the grant award, and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Airports Grant Fund.
