Zapa 1t /- ✓, I recdm� that the Mayor and City Council appoint a Council subcommittee and a citizen cc mmmittee to act as a City Charter Review Camtittee to identify and review as soon as possible City Charter revisions needed to update the City Charter so that it will be a usable document for the 1990-s. The Committee should be composed of nine members, three of which will be City C n=i]menters and the other six to be appointed by those individual Counci]members not serving on the Committee. Sane of the proposed items that I see needed for review by the Carmittee are: o Limitation of campaign expenditures for City Council elections; o. Rmwieration for Mayor and City C:oancilmenbers; o Setting a limit on the number of teens the Mayor and City Councilmanbers may serve•consecutively; o A serious review of the demographics and numbers in each City Council district; and the review of the possible need for one (1) or two (2) additional single- member districts; and o Any other "hmmekeeping" items as required. I should remind everyone that it appears that unless we can prepare our list of Charter revisions and have it ready for the August 1991 uniform election date, we may have to wait until August of 1993 to make any changes to the current City Council districts, thus putting us into 1995 before we could hold the first City QaR=il elections with the additional Council districts in place. (Just as I predicted. in 1989.) Of course, we must then consider haw outdated the numbers would be in five years. Legality This proposal is within the power of the City Council, and there is no legal impedi-- ment- to its implementation. LEGALITY FISCAL NOTE CITY MANAGER'S COMMENTS PAGE-2—OF 2 POLICY PROPOSAL (cont'd) Fiscal Impact It is anticipated that the creation of a City Charter review Committee will not have an initial fiscal impact. City Manager's Comments The City Manager's office has received this proposal, and has no objections to it.
