PROPOSAL
It is proposed that the City Council.adopt the attached ordinance. The o
establish the following regulations concerning the City Manager, City Atta ' .
Secretary, City Internal Auditor and Municipal Court Judges:
1. The City Council would annually evaluate such City Council appointees on or-. before
September 15th- of-eack--year— -
2. The annual budgets of. the departments of such City Council appointees aould_bvrsu bb
witted as part of the City Manager's proposed budget and would be subjece-to•- the
same administrative review as other City Departments before being reviewed: by- the
City Council; final adoption of the budgets of these departments would be- by- the
City Council; and these departments would also be subject to the same budgetary and
fiscal control policies as other City departments.
Except when otherwise provided in the City Charter or the City Code, such City
Council appointees and the employees in their departments would be governed by the
Personnel Rules of the City and the classification and compensation plan.-

LEGALITY
This proposal is within the power of the City Council and there is no legal impediment to
its implementation.
FISCAL NOTE
The proposal does not require the expenditure of City funds.
CITY MANAGER'S CONSENTS
The City Manager has reviewed the proposal and has no objection to it. -

AN ORDINANCE AMENDING CHAPTER 2 , "ADMINISTRATION" , OF
THE CODE OF THE CITY OF FORT WORTH, TEXAS ( 1986) , AS
AMENDED, BY ADDING A NEW SECTION 2-10, "REGULATIONS
APPLICABLE TO CERTAIN APPOINTED CITY OFFICIALS AND
THEIR DEPARTMENTS" ; PROVIDING THAT THIS ORDINANCE SHALL
BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PRO-
VIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That Chapter 2, "Administration" , of the Code of the City of
Fort Worth, Texas ( 1986) , as amended, be and is hereby amended by
adding the following new section:
Sec. 2-10. Regulations Applicable to Certain
Appointed City Officials and their
Departments.
a) As used in this Section, "appointed City
official" shall mean the following officials who are
appointed by the City Council : City Manager, City
Attorney, City Secretary, City Internal Auditor and
Judges of the Municipal Courts.
b) The City Council shall annually evaluate:
appointed City officials on or before September 15 of
each year.
c) Annual budgets of departments which are headed
by appointed City officials shall be submitted as part.
of the City Manager's proposed budget. The budgets of
these departments shall be subject to the same adminis-
trative review as other City departments before such
budgets are reviewed by the City Council. Final adop-
tion of the budgets for these departments shall be by
the City Council.
d) Departments which are headed by appointed City
officials shall be subject to the same fiscal and
budgetary policies as other City departments .
e) Except when otherwise provided in the City
Charter or the City Code, appointed City officials and
the employees in their departments shall be governed by
the personnel rules of the City and the classification
plan for City employees.
SECTION 2 .
This ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth, Texas
( 1986) , as amended, except where the provisions of the ordinance
are in direct conflict with the provisions of such ordinances and
such Code, in which event conflicting provisions of such ordi-
nances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City
Council that the sections, paragraphs , sentences, clauses and
phrases of this ordinance are severable, 'and, if any phrase,
clause, sentence, paragraph or section of this ordinance shall be
declared unconstitutional by the valid judgment or decree of any
court of competent jurisdiction, such unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences , para-
graphs and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional phrase, clause,
sentence, paragraph or section.
SECTION 4 .
The City Secretary of the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the cap-
tion and effective date in the minutes of the City Council and by
filing the ordinance in the ordinance records of the City.

SECTION 5 .
This ordinance shall be in full force and effect from and
after the date of its passage and publication, and it is so
ordained.
