PROPOSAL:
It is proposed that the City Council adopt the attached policy entitled "Employment of
Assistants to City Councilmembers" which is marked Exhibit "A" and made a part hereof by
reference.
LEGALITY:
The City Attorney finds that the attached policy is within the powers of the City Council
and that there is no legal impediment to its implementation.
FISCAL NOTE:
The Director of Fiscal Services certifies that the funds required for implementation of
the attached policy are available in the current operating budget, as appropriated, of the
General Fund.
CITY MANAGER'S COMMENTS:
The City Manager has no objection to the adoption of the attached policy.

SUBJECT: EMPLOYMENT OF ASSISTANTS TO CITY COUNCILMEMBERS
1.0 Purpose.
To outline the policy on the employment of Assistants to City
Councilmembers and the terms of their employment with the
City of Fort Worth.
2 . 0 Policy.
Each member of the City Council may have an assigned
Assistant, who will provide administrative support and will
assist in responding to constituent inquiries and concerns .
Assistants will be selected by the respective City Council-
members and will be appointed by the City Manager on a tem-
porary (SO1) basis .
3 .0 Procedure/Rule:
3 . 1 Employment.
a) Assistants will be selected by the respective City
Councilmembers and will serve at their pleasure or until
the completion of a Councilmember's term of office.
b) Assistants are at-will temporary (SO1) employees and are
4 not eligible for benefits . The City will pay for
Workers ' Compensation, Social Security (FICA) taxes, and
for Unemployment benefits as required by State and
Federal laws .
c ) Assistants are not promised permanent or career status
upon completion of their service as an Assistant to a
City Councilmember. However, they may compete for City
employment opportunities in accordance with City
Personnel Regulations .
3 . 2 Termination of Employment.
a) City Councilmembers are responsible for notifying the
City Secretary, when an Assistant is dismissed or
resigns.
b) An Assistant may be discharged for any reason not
prohibited by law.
c) An Assistant is free to resign at any time. Assistants
are requested to give at least two weeks notice.
d) Upon termination for any reason, Assistants must turn in
their City identification cards and any City equipment
which may have been issued to them.

3 . 3 . Compensation.
a) Assistants will be paid no more than $392 . 31 every two
weeks (based on FY 92-93 budget of $10 , 200 per year per
Assistant) .
b) Assistants are expected to work a minimum of 20 hours
per week.
c ) As a member of an elected official ' s personal staff,
Assistants are excluded from coverage of the Fair Labor
Standards Act ( 29 CFR Part 553 , Subsection 553 . 11 ) .
d) City Councilmembers have responsibility for the super-
vision of their respective Assistants , including the
establishment of work schedules and assignment of work.
(a) Assistants may not earn compensatory time, however
4 within a bi-weekly pay period an Assistant may offset
time . For example, an Assistant may work 30 hours in
the first week of a pay period, and elect to work only
10 hours the second week of the pay period.
f) The individual timesheets of Assistants must be approved
and signed by their respective City Councilmember.
Timesheets should be submitted to the City Secretary or
X IM& designee no later than 10 : 00 a.m. on the last day of the
bi-weekly pay period.
g) Assistants cannot be compensated for performing poli-
tical activities and are subject to the limitations on
political activity by City employees in the City Code
(Sec . 2-185) .
3 . 4 Duties of Assistants .
a) Assistants directly report to, are responsible to, and
are regularly supervised by the City Councilmember.
b) Primarily, Assistants will provide administrative
support to their respective Councilmember in handling
constituent-related issues .
C ) Assistants will assist in responding to constituent
inquiries by telephone, by written correspondence or by
on-site visits .
d) Assistants will do special projects as assigned by the
Councilmember.
e) Assistants will coordinate and/or schedule meetings at
the direction of the Councilmember.

3 . 5 Desirable Qualifications of Assistants to City Council-
members .
a) Be familiar with local government issues .
b) Have good oral and written communication skills .
c ) Have good organizational skills .
4 d) Be computer literate.
e) Be able to meet deadlines .
f) Be flexible.
