PROPOSAL:
It is proposed that City Council direct staff to perform research leading to the
development and implementation of drug testing procedures for City elected officials
and/or candidates for City Council
BACKGROUND:
00, The City currently has a drug testing policy that is applicable to its employees. This
policy allows for drug testing under the following circumstances: pre-employment
screening, post accident situations involving City vehicles, and random testing of
employees working in safety sensitive areas. However, the policy does not encompass
current or potential City elected officials.
As elected officials, we should not ask more of our employees than we do of ourselves.
Moreover, as leaders of the community; we should 'set an example for all citizens,
especially our youth. If we are serious about making Fort Worth a drug-free city, City
Council candidates should lead by example and be willing to demonstrate that they
themselves are drug free.
LEGALITY:
The Department of Law will need to do research to determine whether drug testing for
city elected officials and/or candidates for City Council would be legal under state,
and federal law. Approximately 10 hours of research time would be required.
FISCAL NOTE:
This proposal does not require the expenditure o any City fu s.
