Shaw Proposed by Counci lmember C' Ma ,s evi/ewe Kenneth Barr Page–L—of Z PROPOSAL: It is proposed that the Fort Worth City Council waive the building-related permit fees for the renovations and adaptive reuse of the Our Lady of Victory building for artists live/work space. BACKGROUND: The renovation of the Our Lady of Victory building has been a goal of interested community members and the historic preservation community in Fort Worth.Ray Boothe,architect for ArtSpace Texas, is coordinating the interim uses of this building and,ultimately,the permanent conversion to artists' live/work space and performance facilities.The waiver of fees will include all permit-related fees for the interim uses and all plan review,permit,and inspection fees for the permanent renovation.These fees are estimated to be approximately S 12,000.This number may need to be revised as more specific information becomes available.For instance,zoning variances and building code appeals may be required.A detailed estimate of interim and permanent permits required and related fees is as follows: Press and Announcement Party,Tour-Convention for National Trust for Historic Preservation, Several functions showing model loft apartment,and Sculpture Symposium: These functions would consist of about 100 people touring the facility and listening to a presentation.This would occur in a single day and would not entail any prolonged use of the facility for a sit down dinner or similar use. Given the limited scope of these events,no permits or fees would be required. Haunted House Fund-raising: This use requires an$80 ordinance inspection.If the inspection reveals any work that is required prior to the issuance of a CO for the haunted house,there would be permit charges depending on the type and scope of work to be done. Occupancy for a Caretaker. Permits would be required only for any renovations required prior to occupancy.Cost would be dependent on the scope of work required for renovations necessary for a residential occupancy. Rezoning: Rezoning needs to occur for the use of this building as artist residentiai/work space. Mr. Boothe has also indicated that performing arts space will be developed,as may a retail art gallery. Shaw Proposed by Councilmember City Manager's Review Kenneth Barr Page.-.of 2 Building Renovation: Mr.Boothe has provided an estimate of construction valued at$3 million.This would result in building permit fees of about$10,000. The approximate total for building-related fees and rezoning is around S 12,000. LEGALITY: The City Attorney has reviewed this proposal and there are no known legal impediments to the proposed action. FISCAL NOTE: The Director of Fiscal Services finds that this proposal will not require the expenditure of City funds. CITY MANAGER'S CON 4ENTS: The City Manager has review this proposal and has no objections to it.
