PROPOSAL:
Itis proposed that the City Council direct staff to revise the policy dkection set forth by the
City Council on December 5, 1995, regarding methods for reduction of off-premise advertising
signs in designated scemic areas by having a relocation and reduction incentive program, which
would requi a the removal of one sign in a designated scenic area and "S" overlay,approval
before a sign in an undesignated area can be conshucted.
BACKGROUND:
On December 5, 1995, the Scenic Preservation.Commission presented Its recommendations to
reduce the number of billboards in the city to the City Council. The. Scenic Preservation
Commission recommended that construction of new off-premise signs be allowed only under
yr the following circumstances:
• Two signs must be removed;from a designated scenic area for each new sign to be
constructed..
• An "S" overlay must be approved by the City Cou:adl.
The Commission also recommended that billboard owners be allowed to update legal
nonconforramg signs in undesignated areas, provided that two signs are removed from a
designated scenic area, The Commission's report proposed a system for tracking credits for
removal of billboards,
The City Council modified the plan reeommendod by the Scenic Preservation Commission.
The Council directed City staff to draft an ordinance for submission to the Zoning Commission
that would allow the construction of new off-premise signs under the following circumstances:
• One sip can be constructed without an "S" overlay if two signs are removed from
a designated scenic area.
* Onc sign can be constructed with an "S" overlay without removing existing signs.
The Council accepted the other recommendations of the Scenic Preservation Co�ioa.

All other components of the Scenle ft=crvation Commission's recommendation would remain
in place.
LEGALITY:
The City Attorney has reviewed this proposal and there are no lamown legal impediments to the
proposed action.
