PROPOSAL:
It is proposed that the City Council designate the Stop Six neighborhood as the pilot Neighborhood
Empowerment Zone(see attached map).
DISCUSSION:
On April 25,2000(M&C G-12897),the City Council approved the Policy Statement on the Creation of Local Neighborhood
Empowerment Zones (NEZ) in accordance with Chapter 378 of the Texas Local Government Code. The City Council also
authorized the City Manager to identify neighborhood areas that may be eligible for NEZ designation and to develop
administrative procedures for establishment of a NEZ.
On October 3, 2000 the City Council approved the administrative procedures for the program and the boundaries of
neighborhoods eligible for NEZ designation. These were suggested boundaries and do not represent the actual NEZ
boundaries. Also on October 3,2000,City Council approved the staff recommendation that the initial neighborhood selected
as a NEZ be a pilot project for purposes of assessing the short-term fiscal impact and staff resources required. This will
provide a basis for the City Council to determine the number of NEZs that the City will designate at a given point in time,
and the need for long-term staff support.
The adopted administrative procedures included two methods by which a NEZ may be selected.
1. City Council designation;or .
2. A competitive application process.
Inasmuch as the first NEZ will be a'pilot project and staff will still be fine tuning the program,it does not seem appropriate to
subject neighborhoods to the rigors of a competitive process when only one neighborhood will be selected. It is
therefore proposed that the pilot NEZ be designated by the City Council and that such designation be the Stop Six
neighborhood shown in the attached map.
This neighborhood has a population of 5,991 and meets the following designation requirements under the City's
NEZ Policy:
• Population less than 6,000;
• 100% within the Central City and at least 50% of NEZ area is CBDG eligible;
• Considered distressed based on census data on population,socio-demographic and other factors;and
• Criteria for Reinvestment Zones as designated by state codes such as significant deteriorating structures.
The first City of Fort Worth Model Blocks program, the Eastwood Model Blocks, is located within the proposed
NEZ area. The entire proposed pilot NEZ is in the target area of the Southeast Fort Worth Strategic Economic
Development Plan spearheaded by the Southeast Fort Worth,Inc.

The.proposed pilot NEZ is located in the State of Texas Southeast Enterprise Zone. It includes portions of one of
the five city council designated top priority commercial corridors - the Rosedale Commercial Corridor. The
northern border of the NEZ is also included in the State of Texas Department of Transportation Redevelopment
Project for the Rosedale Corridor. The eastern border of the proposed pilot NEZ is also included in the North
Central Texas Council of Government (COG) Regional Transportation Authority Alternative Use Analysis for
Interstate Loop 820 from Meadowbrook Drive to Interstate Highway 287.
Housing and economic development opportunities as evidenced by many City owned vacant properties available
in the neighborhood and over 500 vacant privately owned lots in the proposed NEZ area. Current investments
include the following:
• The Fort Worth Housing Finance Corporation single family homes on Anderson,Truman and Fitzhugh;
• The Fort Worth Job Opportunity Center;and
• The Greater Mount Tabor Community Development Corporation projects.
Future development projects include:
• The Fort Worth Housing Finance Corporation senior housing development and new single family
development on Berry Street;and
• The proposed development of over 60 new homes on the Bank One site covering 12.3 acres.
LEGALITY:
The Department of Law finds that this proposal is legal and that it is within the authority of the City Council.
FISCAL NOTE:
The Finance Director certifies that the approval will not require the appropriation of additional funds at this time.
CITY MANAGER'S COMMENT:
The City Manager has no objection to the proposed designation.

APPROVING THE STOP SIX NEIGHBORHOOD
EMPOWERMENT ZONE PLAN
WHEREAS, on April 25, 2000, the City of Fort Worth City Council ("Council")
approved a Policy Statement on the Creation of Local Neighborhood Empowerment Zones; and
WHEREAS, on October 3, 2000, the City Council approved the criteria to determining
whether an area would be eligible to be designated as a Neighborhood Empowerment Zone; and
WHEREAS, on April 17, 2001, the City Council designated the Stop Six Neighborhood
Empowerment Zone by Resolution No. 2721; and
WHEREAS, the Historic Stop Six Empowerment Coalition, representing citizens in the
Stop Six Neighborhood Empowerment Zone, requested the City Council to approve the Stop Six
Neighborhood Empowerment Zone Plan ("The Stop Six NEZ Plan") as shown on Exhibit "A"
(attached).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS THAT:
Section 1. The facts and recitations contained in the preamble of this Resolution are hereby
found and declared to be true and correct.
Section 2. The Stop Six NEZ Plan is hereby approved as shown on Exhibit "A".
