ORDINANCE NO ~ ~~¢
AN ORDINANCE APPROPRIATING THE SUM OF $1.5,000 FROM
THE ACCOUNT NO 90-55-00 CONSULTANT FEES OF THE CITY
OF FORT WORTH FOR THE FISCAL YEAR 1981-1982 FOR THE
PURPOSE OF FUNDING A CONSULTANTPS AGREEMENT TO DEVELOP
INDIRECT COSTS INCREASING ESTIr1ATED REVENUE IN GENERAL
FUND ACCOUNT NO 051128 PROVIDING FOR A SEVERABILITY
CLAUSE MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
COi~FLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH TEXAS
SECTION 1
That there is hereby appropriated from Account No
90-55-00 Consultant Fees of the City of Fort Worth for the
Fiscal Year 1981-1982 included in Ordinance No 8391 and
in the Budget of the City Manager the sum of $15 000 for
the purpose of paying consultant fees to David M Griffith
and Associates to develop indirect cost allocation plans In
addition the estimated revenue in General Fund Account -,
~.--~ 051128 fox the Fiscal Year 1981-1982 as increased $15 000
SECTION 2
Should any portion section or part of a section of
this Ordinance be declared invalid inoperative or void for
any reason by a court of competent jurisdiction such decision
opinion or judgment shall in no way impair the remaining
portions sections or parts of sections of this Ordinance
which said remaining provisions shall be and remain in full
force and effect
SECTION 3
That this ordinance shall be cumulative of. Ordinance
No =8391; and all other ordinances and appropriations amending
the same except in those instances where the provisions of
this ordinance are in direct conflict with such other
ordinances and appropriations, in which instances said
conflicting provisions are hereby expressly repealed

The City of Fort Worth spends General Fund dollars to provide such support
services as data pro~.essing, purchasing accounting, personnel legal etc
to Federal grant programs The Federal government°s OMB Circular A-87
p~•ovides a meth~rdology which if carefully followed resa~lts in a compre-
hensive identification of these costs as a basis for recovering such "indirect"
costs from the various granting agencies along with the direct c®sts

David M Griffith and Associates is a firm~hspecializing in developing cost
allocati®n plans which meet the requirements of OMB Circular A-87 Griffith
and Associates has assisted ~ove•t 600 local governments in recovering indirect
costs Representatives of this firm and City staff have recently met to
discuss the maximizing of the amount which Fort Worth recovers from the
indirect cost allocati®n plan As a result the City has received a proposal
from Griffith and Associates to prow~ide service to the City which consists
of five primary objectives
They are
1) T® develop an actual FY 1981 cost allocation plan for the
City of Fort Wot•th which meets the requirements of OMB
Circular A-87 and is approved by our cognizant Federal
agencyg
2) To develop a budget FY' 19$2 cost allocation plan which
will allow the City to claim indirect costs based on
current budgeted expend~.t.ures
3) To identify e~pp~rtunities for the accounting system to
collect cost information and statistics to assist in
annual preparation of this plan in the future
4) To assist in p~eeparation of departmental proposals for
recovering indirect costs identified in the cost plans
from Federal and local funds
5) To provide guidance to City personnel in the work
accomplished tc insure perpetuation of the plan in
subsequent years and
6) To work with oui• cognizant agency in getting the
developed plan officially approved

The cost of this service will be $15 000 which is payable only if the
City recovers an additional amount over the 1980-81 recovery in excess
of the $15,000 fee and which is due solely to the cost plan and indirect
cost proposals developed by Griffith and Associates
Financing
The prouosed fee will be paid only after an increased Bice amount has
been recovered The staff proposes that funding for this proposal be made
available by a supplemental appropriation appropriating $15 OOfl to the
General Fund account,Consultant Fees,from increased estimated'"General
Fund revenues
Recommendation
It is recommended that the City Council
1) Authorize an agreement with David M Griffith and Associates to
develop an indirect cost allocation plan for FY 1981 and FY 1982 at a
cost of $15,000 and,
2) Adopt the attached Supplemental .Appropriations Ordinance appropriating
$15,000 from increased estimated revenue in General Fund Account No
051128 Revenue from Reimbursement of Indirect Costs to Account No
90-55-00, Consultant Fees
