Proposal
It is proposed that the City Council direct the City Staff to schedule an item for the City of Fort Worth
M City Council Agenda on June 24,2003 to consider expanding the Polytechnic/Wesleyan Neighborhood
Empowerment Zone(NEZ)by 0.0338 square miles.

DISCUSSION:
On November 26,2002, City Council approved the creation of the Polytechnic/Wesleyan
Neighborhood Empowerment Zone (NEZ)and FWNERZ No.6.
It is proposed that the Polytechnic/Wesleyan NEZ be expanded to include the area bounded by Avenue
J, Miller Avenue, Avenue N and Coleman Street. The proposed boundary of the expansion area is
shown on the attached map (Exhibit A). The proposed expansion will attract major investment to the
area and contribute to the economic development of that municipality. The expanded area would
include Rising Star Baptist Church. Rising Star Baptist Church is embarking on a $6 million dollar
renovation project that will bring in over 10 jobs to the Polytechnic / Wesleyan area. This is an active
community partner that will increase the quality of life for residents and generate revenues and jobs for
the expanded NEZ.
The proposed 0.0338 square mile expansion of the Polytechnic/Wesleyan Neighborhood
Empowerment Zone(NEZ)meets the criteria for designation because:
• The 0.0338 square mile expansion would increase the overall Polytechnic / Wesleyan NEZ area
from 1.46 square miles to 1.49 square miles,which is lower than the 1.5 square mile limit set for
NEZ's.
• The proposed expansion is 100 % within the Central City and Community Development Block
Grant-eligible area. The Polytechnic/Wesleyan NEZ is located in COUNCIL DISTRICTS 5 and
8.
• The new expansion has clear boundaries that increase the NEZ by 0.0338 square miles.

• 1990 Census data estimates that the population of the Polytechnic / Wesleyan area was 7,487.
2000 Census data estimates that the population of the proposed expanded Polytechnic/Wesleyan
NEZ would be 8,589 people.
LEGALITY:
The Department of Law finds that this proposal is legal and that it is within the authority of the City
Council.
FISCAL NOTE:
The Finance Director certifies that the approval will not require the appropriation of additional funds at
this time.
CITY MANAGER'S CONE LENT:
It is estimated that approval of the designation of the expanded area as a NEZ would/could result in waiver of the
following fees:
* Building fees $3,200.
* Impact fees
If no new water/sewer taps are required 0.
If new 4"water tap is required $14,000.
* Potential variances(if needed) $500.
* Platting fee(if needed) $250.
* Vacation of any utility easements(if needed) $300.
