It is proposed that the City Council:
1. Consider waiver of the following standard street renaming requirement related to the renaming of N.
Houston Street to Chew Drive from 281h Street to its terminus at NW 38'h Street:
• Requirement that an individual be deceased in order to have a public facility named in their
honor
2. Conduct a public hearing and adopt the attached ordinance renaming N. Houston Street to Chew
Drive from 28`h Street to its terminus at NW 38`h.Street
DISCUSSION:
Mr. Donald Babers submitted and application for a street name change to the City's Development
Department on behalf of Shiloh Missionary Baptist Church. The application requests that N. Houston
Street be renamed to Albert E. Chew Drive from the 2800 block to its terminus at NW 38`h Street.
Because there is already a street named Albert Ave. in Fort Worth, in order to avoid confusion for public
safety purposes the Fort Worth Fire Department recommends that the street name be changed to Chew
Drive instead of Albert E. Chew Dr.
In September 2003 Shiloh Missionary Baptist Church celebrated Rev. Albert E. Chew, Jr`s 45`h year as
pastor at Shiloh. Rev. Chew has been a dynamic force in the spiritual, social and economic life of Fort
Worth, Tarrant County, the State of Texas,the United States and the international communities. Rev.
Chew has established within the Shiloh Family the spirit of community and individual growth by

supporting community projects and programs such as encouraging and providing personal and financial
assistance with:
• Volunteering at John Peter Smith Hospital
• Providing Thanksgiving and Christmas food baskets for needy families
• Supporting the Salvation Army's"Angel Tree"project
• Supporting the Women's Haven
• Presenting educational supplies to selected Northside schools
• Ministering to AIDS victims by contributing food items monthly to the AIDS Pantry Outlet and
preparing a monthly meal for the residents of the Samaritan House for the AIDS.
Rev. Chew has brought together the Pastors/Clergymen of the various denominations in the City to forr-
ian organization (B.E.L.A.)to serve the needs of the citizens of Fort Worth. He also encouraged the

growth of the Fort Worth, Tarrant County and Texas economies by hosting the 1983 and 1988
conventions of the National Baptist Convention of America, Inc. In addition,he influenced other local
churches to host national and state conventions in Fort Worth.
The applicant has submitted a petition signed by abutting property owners on both sides of the street and
a notice for public hearing regarding the proposed street name change was sent to all property owners
within 300 feet of the proposed change.

FISCAL NOTE:
The Transportation and Public Works Department estimates the costs for replacing street signs along N.
Houston Street from 28th Street to NW 38th Street to be $1,100.00.
The $550.00 application fee for street name changes is used toward the cost of sending notices for the
public hearing to all property owners within 300 feet.
CITY MANAGER'S COMMENT:
Attached you will find Council Resolution No. 725 adopted on August 26, 1980, which established the
standal street renaming requirements. Should it be the desire of Council to approve this proposal, our
recomm ndat�on would be to consider this an exception,not a policy change.

A Resolution '
WP17REAS , the City of Fort Worth desires to establish a procedure
for nain,ing City-owned facilities ; and
WHEREAS , the City Council Development Cotramittee is the appro-
priate forum for reconunending names to the City Council for approval ;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
Recommendations for naming City-owned facilities will be
submitted to the City Council Development Committee with evaluations
frcn the appropriate City department and the City Manager's Office.
If ".:� recommendation is to name a facility after an individual , a
bizgrapaical sketch of the individual must accompany the recommenda-
tion , and the individual must be deceased. Upon approval of the
Development Committee, the recommendation will be forwarded to the
Citv Council for its consideration and action.

STREET FROM THE 2800 BLOCK TO ITS TERMINUS AT NW
38' STREET TO "CHEW DRIVE"; MAKING THIS ORDINANCE
CUMULATIVE OF ALL OTHER ORDINANCES AFFECTING
STREET NAMES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT.
WORTH,TEXAS;
SECTION 1.
That the name of the street known as N. Houston Street from the 2800 block to its
terminus at NW 380' Street, as more specifically described in Exhibit A attached hereto
and incort)orated herein by reference, be hereby changed to "Chew Drive."
SECTION 2.
That this ordinance shall be cumulative of all other ordinances affecting the
names of streets in the city of Fort Worth except insofar as it may be in conflict with the
provisions of those ordinances, in which instance they are expressly repealed.
SECTION 3.
That this ordinance shall take effect upon adoption.
