DISCUSSION: The Cathedral of Faith Church of God in Christ is located on House-Anderson Road between South Pipeline Road and Trinity Boulevard in the Mosier Valley Area of Fort Worth. The Church is presently located on property that is zoned Agricultural(AG),which allows a place of worship. The Church desires to redevelop their property to better serve their congregation and surrounding community. The redevelopment plans include expansion of the present structure and including other services that might include daycare. In order to provide the proposed expanded services a zoning change to Community Facilities(CF)will be required. The Church's plans would be a significant investment in the renovation of the Mosier Valley area and provide improvements/services to the surrounding population. To begin this process the Church has requested that the $1500 zoning application fee be waived. This property is located in City Council District 5. LEGALITY: In order to approve a fee waiver,the Council must make a finding that the fee waiver serves a public purpose and that sufficient controls are in place to ensure the public purpose is carried out. CITY MANAGER'S COMMENT: Fee waivers should be considered only on the basis of established written policy. L. Hornsby, Pastor Cathedral of Faith Church of God in Christ 3500 House Anderson Road Euless, Texas 76060 Re: 3500 House Anderson Road Dear Pastor Hornsby: You asked that the Zoning Application filing fee of $1,500 be waived in order to rezone the above property from Agricultural "AG" to "CF" Community Facility Zoning to facilitate expansion and redevelopment of the current church structure, consisting of a full gymnasium, commercial kitchen, childcare facility and provisions for senior citizens. In order to approve a fee waiver, the City Council must make a finding that the fee waiver serves a public purpose and that sufficient controls are in place to ensure the public purpose is carried out. Accordingly, to meet these requirements, the Church has agreed to provide reasonable public access to the recreational facilities in your new Family Life Center for a period of at least five years from the date of City Council approval of the fee waiver. Reasonable public access shall include access to the facilities by non-church members in the community subject to reasonable operational regulations of the Church. In order that this letter may serve as a written assurance of these commitments of Cathedral of Faith, please sign in the space provided below. Please be advised that notwithstanding the Church's assurance, as evidenced by your signature below, the City Council must still make the finding that this constitutes sufficient public purpose and approve the fee waiver.
