COUNCIL PROPOSAL Date: File Number: Subject: Rezoning of property located at 12280 Camp Bowie West Boulevard Wember 249 11,2004 Proposed By:Chuck Silcox City Manager's Review: �3e,t L Page: City Attorney's Review: � L PAGE 1 OF 2 It is proposed that the City Council authorize the City Manager to initiate rezoning of the property located at 12280 Camp Bowie West Boulevard in accordance with the 2004 Comprehensive Plan and the draft 2005 Comprehensive Plan. DISCUSSION: The property located at 12280 Camp Bowie West Boulevard is the site for the proposed Westside Transfer Station and is located 6 miles east of the Parker-Tarrant County line and approximately 190 feet north of Interstate 30. Surrounding the transfer station is an existing permitted solid waste landfill.Land use within a one-half mile radius of the transfer station is predominantly undeveloped and agricultural areas with mixed residential,recreation and some commercial areas. �) The proposed transfer station will process a portion of the waste stream that currently is disposed of at the Westside RDF and will be utilized after the Westside RDF closes. The property is currently zoned Agricultural (AG). Rezoning the property to a Planned Development- Specific Use(PD/SU) for a Refuse Transfer Station would be consistent with the Comprehensive Plan. The zoning application for a PD/SU for a Refuse Transfer Station(ZC-03-284)was denied with prejudice by the City Council on March 11, 2004. In accordance with Section 3.500 of the City's Zoning Ordinance,the City Council may recommend that city staff file an application to the Zoning Commission in order to amend the zoning classification of the property. Approval of this Council Proposal would authorize the City Manager to initiate rezoning of this property to a Planned Development with an accompanying site plan, providing city oversight to the approved conditions and stipulations related to the PD zoning and the site plan. Authorization to initiate rezoning would allow the City to place this proposal on the January 12, 2005 Zoning Commission public hearing agenda. A Zoning Commission recommendation could be forwarded to the City Council the following Tuesday or on February 14,2005. The proposed zoning change would affect property located in Council District 3.
