City Council authorize the City Manager to seek an emergency appropriation of funds $100,000 from the Crime Control and Prevention District to fund summer youth programs targeting youth at-risk; and 2. City Manager take the appropriate steps necessary to complete the public hearing process and to seek approval from the Crime Control and Prevention District Board of Directors for these funds as soon as practicable; and, �r COA-Ir 1h 3. City Manager bring forward to the City Council an M&C awarding a contract"lo a collaboration of b no+ organizations including..MOJA, the Men and Women of POWER, Soldiers-for Peace, the Nile Group, ani the Near Northside Partnership Council for a contract period of July 1, 2005 through December 31, 2005 that targets youth at-risk; and, proposed �; of 4. City Manager Aaa4the contrac utilizing General FVappropriations on an emergency basis through the fund balance to be reimbursethrough Crime District funds once these funds are approved. o'rCc n+ -CA-3 DISCUSSION• The City funds several programs that focus attention on youth. A review of these programs has been requested to determine the amount of funds expended and the effectiveness of the programs funded. However, because of the continuing gang problem that this city is facing,it is imperative that more funding is directed at youth especially during the summer months and as the new school year begins. A collaboration of organizations including UMOJA, the Men and Women of POWER, Soldiers for Peace,the Nile Group, and the Near Northside Partnership Council propose programming targeted to identify children in danger of being recruited into gang activity by older children and or/young adults. The organizations currently operate programs in the Polytechnic, Stop Six, Southside,Woodhaven, and Near Northside areas,all areas with known gangs operating. The proposed program, C.H.I.L.L. (Children Having an Interest in Leaming to Lead) focuses attention on enhancement of summer day camp programs that teach alternatives to destructive behavior. The programs will focus on discipline and proper conduct,respect for authority, conflict resolution, respect for others and respect for oneself. The collaborative program also includes support of coaching and counseling, employment counseling, and entrepreneurial training. Additionally, one component includes case management of families with children that are identified as at-risk. Finally, the proposal includes a youth march and rally, a peace concert, and a back-to school initiative all centered on youth involvement, cultural diversity, and stopping the violence. ft' X LEGALITY u FISCAL NOTE O CITY MANAGER'S COMMENTS 13 CITY POLICIES MANUAL CIT FO WO , TEXAS m � 0. PAGE 2 OF 2 The five organizations will equally share the funds allocated for the program. Overall,approximately 200 children will be served through the different summer camps operated by the partner agencies and another 1000 youth are expected to attend the youth rallies and concerts. The partner agencies will conduct programming Ahrough'the first quarter of school to help facilitate a smooth transition as the new school.year begins. LEGALITY: The Department of Law finds that this proposal is legal and that it is within the authority of the City Council. FISCAL NOTE: The Finance Director certifies that upon approval of the above proposal and adoption of a supplemental appropriation ordinance, funds will be available in the General Fund to fund this contract on an emergency basis. CITY MANAGER'S COMMENT: The City Manager's Office supports the funding of this program to the extent that Crime District funds are made available.
