It is proposed that City Council:
1. Authorize the City Manager to implement a decaling design that places the"Molly"logo on the front
door panel of all marked police vehicles in accordance with the administrative regulations;
2. Authorize the City Manager to implement a decaling design that incorporates a black and white vehicle as
the standard color scheme for marked Police Department vehicles;and
3. Adopt the attached appropriation ordinance increasing funds in the amount of$50,000 to the Police
Department budget from the General Fund Undesignated Fund Balance for the purpose of purchasing and
decaling a black and white police vehicle.
DISCUSSION:
In April 2005,questions were raised by the City Council regarding the new police vehicle decaling design and
specifically with the placement of the"Molly"logo. Members of the Council expressed their concern to the City
Manager that the placement of the logos on the police vehicles did not adhere to existing administrative
regulations and did not meet the spirit and intent with respect to the City Council's adoption of the"Molly"as the
City's official logo. In a pre-council presentation in April,Police Chief Ralph Mendoza assured the City Council
that he and his staff would review the vehicle decal design and come back with a report in November.
On November 15,2005,Chief Mendoza returned to the City Council in a pre-council briefing with two
alternatives related to the decaling of police vehicles. One of the alternatives maintained the same design and
color scheme except that the Molly logo would be placed on the front door panel and the police patch would be
placed in the rear panel.The second alternative involved changing the color scheme of the police vehicle to a
black and white vehicle with the appropriate decaling in accordance with the administrative regulations governing
the use of the"Molly"logo. The second alternative is projected to cost$50,000 more to implement on an annual
basis than the current design.
Police officers were provided with four alternatives to review and vote on. With an overall 37%voting
participation rate,police officers chose the black and white vehicle by 62.8%,with the other designs receiving
17.60/a-white with Molly, 18.6%-current design,and no preference at 1.0'/0. The Chief was supportive of
either the current design or the black and white vehicle so long as the number of vehicles purchased was not
negatively impacted by the additional costs associated with the black and white vehicle.
This Council Proposal appropriates the$50,000 funds to cover the additional costs associated with the black and
white vehicle. The CP clarifies that the decaling design for police vehicles should have the"Molly"logo on the
front door as contemplated in the administrative regulations. dd aa

LEGALITY:
The Department of Law finds that this proposal is legal and that it is within the authority of the City Council
FISCAL NOTE:
The Finance Director certifies that with the approval of this Council Proposal and the appropriation of additional
funds in the amount of$50,000 to the Police Department Budget from the General Fund Undesignated Fund
Balance,that the funds will be available in the operating budget to accomplish the purchase and decaling of black
and white vehicles for the Police Department during fiscal year 2005-2006.
CITY MANAGER'S COMMENT:
The City Manager's Office is not opposed to the implementation of the black and white police vehicle with the
understanding that the City Council will appropriate the funds required to continue the design until the entire fl,-
is converted.

Ordinance No.
AN ORDINANCE INCREASING APPROPRIATIONS IN THE GENERAL FUND IN
THE AMOUNT OF $50,000 AND DECREASING THE FUND BALANCE BY THE
SAME AMOUNT, FOR THE PURPOSE OF FUNDING DECALS FOR POLICE
VEHICLES; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-
2006 in the Budget of the City Manager, there shall also be increased appropriations in the General
Fund in the amount of $50,000 and decreasing the fund balance by the same amount, for the
purpose of funding decals for Police vehicles.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance,which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

ADOPTED AND EFFECTIVE:
Mayor Pro tem Silcox made a motion, seconded by Council Member Jordan, that Council
Proposal No. 255 be adopted with the following amendments:
1. Add to the end of paragraph 1: "...except that the"Fort Worth" letter may be changed to
black for police vehicles only."
2. Delete proposed paragraph 3: "Adopt the attached appropriation ordinance increasing
funds in the amount of$50,000.00 to the Police Department budget from the General Fund
Undesignated Fund Balance for the purpose of purchasing and decaling a black and white
police vehicle."
3. Add new paragraph 3: "Authorize the City Manager to amend the administrative
regulations related to the use of the City logo and design of police cars to include a
subsection that prohibits the changing of the design of the police cars for at least 10 years
after the 2006 police car model is developed in order to allow for the black and white
police car to be fully implemented and incorporated in the fleet."
4. Add to the end of the last sentence in the Discussion section: "...giving an exception to
the color of the "Fort Worth" lettering in the logo for police vehicles only. A black
lettering may be more preferable in the logo when placed on a black and white vehicle."
