Schedule an item for December 16, 2008 to designate the Oakland Corners area as a Neighborhood Empowerment Zone (NEZ); and 2. Authorize the City Manager to prepare resolution and ordinance to designate the Oakland Corners area as a NEZ and Reinvestment Zone. DISCUSSION: I. NEZ Designation Criteria On April 25, 2000 (M&C G-12897), the City Council approved the Policy Statement on the Creation of Local NEZ's in accordance with Chapter 378 of the Texas Local Government Code. This Policy Statement was amended on October 4, 2005 (M&C G-14947). The City Council also authorized the City Manager to identify neighborhood areas that may be eligible for NEZ designation and to develop administrative procedures for the NEZ Program. The NEZ Administrative Procedures were adopted by the City Council on October 3, 2000, and amended on April 2,2002, and October 4, 2005 to fine tune program requirements. The procedures included two methods by which a NEZ may be designated: 1. City Council designation; or 2. An application process. The proposed Oakland Corners area is eligible for NEZ designation. City staff, in consultation with the City Council District Representative and neighborhood stakeholders, has developed a plan according to requirements under the NEZ policy. The boundaries of the proposed NEZ are as follows: • View Street and Meadowbrook Drive on the north; APPROVED • Beach Street on the west; CITY COUNCIL • Union Pacific Railroad on the south, and; • Edgewood Terrace on the east. CEC 1 6 2008 LEGALITY City o[Secretary rtetar o Texas FISCAL NOTE O CITY MANAGER'S COMMENTS O CITY POLICIES MANUAL CIT FO WO , TEXAS 0 COUNCIL PROPOSAL Date: File Number: Subject: 1210912008 CP-277 Designation of the Oakland Comers Area as a Neigbborhood Emp erment Zone Proposed By: City Manager's Review: Page: Kathleen Hicks City Attorney's Review: PAGE 2 OF 3 The proposed Oakland Corners NEZ is 1.36 square miles in size and meets the following designation requirements under the City's NEZ policy: • Promotes the creation of quality affordable housing in the zone; • Will bring about economic development in the zone; • Is 100%within the Central City and at least 75% of the proposed NEZ area is Community Development Block Grant(CDBG)eligible; • Is considered distressed based on census data on population, socio-demographic and other factors; • Contains the Oakland Corners Urban Village; • Meets criteria for Reinvestment Zone designation in that the area is reasonably likely as a result of the designation to contribute to the retention or expansion of primary employment or to attract major investment in the zone that would be a benefit to the property and that would contribute to the economic development of the City. II. Development Opportunities Residential Development/Redevelopment: In the proposed NEZ area there are approximately 24.2 acres of vacant land available for residential development as well as many older homes in need of repair or rebuilding. The median age of the single-family housing stock is 68 years and the median year built is 1940. The vacant property available for residential development is scattered throughout the proposed NEZ area. Commercial/Retail Development: There are currently 20.9 acres of vacant land available for commercial development. Existing commercial and retail properties are located throughout the NEZ primarily along East Lancaster with a concentration of neighborhood serving retail between Ayers and Edgewood. Development Strategies: The primary location for future economic development projects is the urban village which is located along East Lancaster between Rand and Ayers. The economic analysis from the 2001 Commercial Corridors Revitalization Strategy report indicated approximately 60,000 square feet of retail space (grocery store)and 20,000 square feet of office space could be supported in the Oakland Corners urban village. Both scenarios are considered long-term and would be based on market conditions. The market analysis data from the 2007 Buxton report, along with data from the forthcoming Social Compact analysis for southeast Fort Worth, will be helpful in recruiting prospective retailers and commercial users to the urban village and NEZ area. The approval of this proposal by the City Council authorizes the City Manager to prepare a resolution and ordinance for the designation of the Oakland Corners area as a NEZ and Reinvestment Zone. LEGALITY: 10 The Department of Law finds that this proposal is legal and that it is within the authority of the City 40 Council. at FISCAL NOTE: The Finance Director certifies that the approval will not require the appropriation of additional funds at this time. CITY MANAGER'S COMMENT: Since this area meets all established criteria and is supported by the urban village and the neighborhood, the City Manager recommends designation of the Oakland Corners area as a Neighborhood Empowerment Zone. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, CANCELING SOME REGULARLY SCHEDULED CITY COUNCIL MEETINGS FOR THE MONTHS OF JANUARY THROUGH JULY 2009 WHEREAS, the City Council of the City of Fort Worth, Texas, regularly meets on Tuesday of each week at 10:00 a.m. except for the first and second Tuesdays of the month, which are scheduled for 7:00 p.m., in accordance with Section 3.1 of the City Council Rules of Procedures; and, WHEREAS, Chapter III, Section 5 of the Fort Worth City Charter permits the City Council to meet at such time and place as may be prescribed by ordinance or resolution, but not less than 44 regular and special meetings shall be held each calendar year; and, WHEREAS, the City Council of the City of Fort Worth desires to cancel the City Council meeting of Tuesday, January 20, 2009, at 10:00 a.m. in observance of the 44`h Presidential Inauguration; and, WHEREAS, the City Council of the City of Fort Worth desires to cancel the City Council meeting of Tuesday, March 17, 2009, at 10:00 a.m., due to the National League of Cities Congressional City Conference in Washington, D.C.; and WHEREAS, the City Council of the City of Fort Worth desires to cancel the City Council meetings of Tuesday, June 30, 2009, at 10:00 a.m., and July 7, 2009, at 7:00 p.m. to allow for a two- week mid-summer break; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL: OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council meeting of Tuesday, January 20, 2009, at 10:00 a.m., is hereby canceled. 2. The City Council meeting of Tuesday, March 17, 2009, at 10:00 a.m. is hereby canceled. 3. The City Council meetings of Tuesday, June 30, 2009, at 10:00 a.m. and Tuesday, July 7, 2009, at 7:00 p.m. are hereby canceled. ADOPTED this 16" day of December , 2008.
