HomeMy WebLinkAboutCP 280 CITY OF FORT WORTH, TEXAS 1 COUNCIL PROPOSAL Date: File Number: Subject:Waiver of Permit,Temporary Encroachment Fees for Street and Sidewalk Closures and other 07/14/09 280 fees associated with the renovations of Burk Burnett Park Proposed By: City Manager's Review: Page: Joel Burns City Attorney's Review: PAGE 1 OF 2 It is proposed that the City Council authorize a waiver of all fees for construction and infrastructure reviews, inspections,permits and temporary street and sidewalk encroachments related to renovations scheduled to occur at Burk Burnett Park. This project is being funded by a$3,000,000 grant provided by the Burnett Foundation and managed by Downtown Fort Worth Incorporated. DISCUSSION: Burk Burnett Park, a 3.03 acre park located downtown at the base of the Burnett Tower,was dedicated to the Ci-,-, of Fort Worth in 1917. The park underwent mostly minor modifications until 1983, when it underwent broad renovations that created the design for the park that exists today. After an extensive stakeholder and public input process,the existing park design has been modified to include: the removal of the fountains currently located in the center of the park-to be replaced by a large lawn with movable tables and chairs; a children's play area on the south end of the park with artistically-styled play equipment; replacement of bushes in the perimeter raised planters with low-growing plants to improve visibility; and replacement of the fountain on the north end of the park with plantings. It is envisioned that the changes would more successfully enable events such as musical performances and outdoor movies. The design changes and systems renovations are proposed because the park is in need of significant capital expenditures to streamline maintenance operations and costs. The renovations are also intended to further the development of the park into a more usable active space for employees,visitors and residents. During construction it is anticipated that the sidewalks boarding the park along West 70�, Lamar and West 10'h streets will be closed to pedestrian traffic (approximately 22,500 square feet). Also,the north lane of West 10'h street will be closed for dumpsters and construction access into the park(approximately 3,600 square feet). The closures are expected to last the 20 week duration of construction activity. Fees of$47,250 for temporary street closures and$15,120 for temporary sidewalk cldsures have been calculated. Subsequent construction and infrastructure permitting fees can not yet be estimated. Because this is a public park providing recreational opportunities to Fort Worth citizens,the fee waiver is appropriate and serves a public purpose.
