AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE POSITIONS IN THE POLICE DEPARTMENT BY ADDING
TWENTY-ONE POSITIONS IN THE CLASSIFICATION OF POLICE
OFFICER, ELEVEN POSITIONS IN THE CLASSIFICATION OF
CORPORAL/DETECTIVE, THREE POSITIONS IN THE CLASSIFICATION
OF SERGEANT, AND ONE POSITION IN THE CLASSIFICATION OF
LIEUTENANT; PROVIDING A STATEMENT OF PURPOSE AND INTENT;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL
PRIOR ORDINANCES AND REPEAL CONFLICTING ORDINANCES;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, Section 143.021(a), Texas Local Government Code provides that a
municipality's governing body shall by ordinance (i) establish the classifications of police
officers and (ii) prescribe the number of positions in each classification; and
WHEREAS, on September 13, 2016, the City Council adopted Ordinance 22381-09-
2016 which established the Police Department's sworn personnel staffing levels effective
September 13, 2106, as follows:

WHEREAS, the Police Chief requested that the City Council increase the number of
authorized positions within existing classification of Officer by twenty-one (21), and
Corporal/Detective by eleven (11), and Sergeant by three (3), and Lieutenant by one (1) to
prescribe the number of authorized positions in the Police Department to conform with the
proposed changes as set forth below in order to effect efficient economy of the operations of
the Police Department.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
SECTION 1.
That, following the formal adoption of this ordinance, the following positions shall be
the only civil service positions in each classification (rank) authorized in the City of Fort
Worth Police Department effective immediately until modified by subsequent ordinance:

Lieutenant 48
Sergeant 173
Corporal/Detective 231
Police Officer 1,159

SECTION 2.
The "Mayor and Council Communication" memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by reference
for further clarification and explanation of the purpose and intent of the City Council in its
adoption of this ordinance as well as the Department in its implementation.
SECTION 3.
This ordinance shall be cumulative of all provisions of previous ordinances and of the
Code of the City of Fort Worth, Texas (2015), as amended, except where the provisions of
this ordinance are in direct conflict with the provisions of prior police staffing ordinances
for the Police Department and such Code, in which event conflicting provisions of such
ordinances and such code provisions are hereby repealed and this ordinance shall be
controlling.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of these ordinances are severable, and if any phrase,

clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by
the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph
or section.
SECTION 5.
This ordinance shall take effect and be in full force and effective immediately, and it is so
ordained.

Adopt Ordinance Amending Police Department Staffing to Increase the Number of Authorized Positions in
the Classification of Officer by Twenty-One, the Number of Authorized Positions in the Classification of
Corporal/Detective by Eleven, the Number of Authorized Positions in the Classification of Sergeant by
Three and the Number of Authorized Positions in the Classification of Lieutenant by One, Thereby,
Increasing the Total Number of Authorized Civil Service Positions by Thirty-Six to Reflect Civil Service
Changes Included in the Fiscal Year 2017 Budget (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance to reflect Civil Service staffing
included in the Fiscal Year 2017 Budget, which increases the number of authorized positions in the
classification of Officer by 21, increases the number of authorized positions in the classification of
Corporal/Detective by 11, increases the number of authorized positions in the classification of Sergeant by
three and increases the number of authorized positions in the classification of Lieutenant by one, thereby,
increasing the total authorized Civil Service positions by 36, for a total of 1,635 Civil Service positions.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) and the attached ordinance is to revise
Civil Service staffing in the Police Department to reflect Civil Service staffing included in the City's Fiscal
Year 2017 Budget adopted on September 13, 2016. The adopted budget includes funding for the addition
of 36 Civil Service budgeted positions in the Police Department.
Thirty-One of the added positions fulfill the second phase of a three-year improvement plan for staffing the
Police Department's Sixth Patrol Division, which was approved with the Adopted Fiscal Year 2016
Budget. The remaining five positions will be utilized as School Resource Officers. This will provide for the
assignment of four officers to Northwest ISD and one additional officer to Crowley ISD, as outlined in M&C
C-27932 that was approved on September 20, 2016.
The Police Department is requesting to increase the authorized Officer positions by 21, increase the
authorized Corporal/Detective positions by 11, increase the authorized Sergeant positions by three and
increase the authorized Lieutenant positions by one, thereby, increasing the current authorized strength
from 1,599 to 1,635:

On September 13, 2016, the City Council adopted staffing Ordinance No. 22381-09-2016 (M&C G-
18817). Approval of the attached ordinance would result in new authorized staffing levels to be effective
immediately.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION CERTIFICATION:
The Director of Finance certifies that the adopted Fiscal Year 2017 Budget, as appropriated, includes
funds for the added 31 positions in the General Fund and 5 positions in the Crime Control and Prevention
District Fund.
