AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL PURPOSE FUND IN THE AMOUNT OF
$317,014.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING
COMMUNITY CENTERS AND SUMMER DAY CAMP PROGRAMS;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Purpose Fund in the amount of $317,014.00, from available funds, for the purpose of funding
community centers and summer day camp programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance arc., in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Ordinance Appropriating Previously Received Funds in the Special Purpose Fund in the Amount of
$317,014.00 for the Andrew Doc Session Community Center, Worth Heights Community Center and the
Summer Day Camp Program for Fiscal Year 2017 (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Special Purpose Fund in the amount of$317,014.00 for the Andrew Doc
Session Community Center, Worth Heights Community Center and the Summer Day Camp Program for
Fiscal Year 2017.
DISCUSSION:
In order to reconcile previously received funds in the Special Purpose Fund and establish the financial
framework to support programs in the Neighborhood Services Department, an appropriations ordinance is
needed.
There are seven community centers (Andrew Doc Session, Como, Martin Luther King, North Tri-Ethnic,
Northside, Southside and Worth Heights) in the department that receives special use revenues from
donations, participant fees and other designated funding. These funds are used to provide additional
support for the Summer Day Camp, recreational programs and other expenses associated with
neighborhood center operations.
After review of the actual receipts in the Special Purpose Fund, Staff has surmised that not all
appropriations in previous years were implemented as intended. The Fiscal Year 2017, Ordinance 22394-
09-2016, Section XI. The Special Purpose Fund states: "The Special Purpose Fund shall be provided
with such revenue as may be secured from charges for services, investment income, taxes or other
sources as shown by other previously passed ordinances and such money shall be used to meet the
requirement of the specified program for the recipient departments in the budget of the City Manager."
Furthermore, the Special Purpose Funds are subject to the requirement that the Chief Financial Officer
periodically report the allocations to the City Council throughout the fiscal year and are limited to the
following projects:
