E. Roads. Future capital improvements are estimated to be $9 million to re-construct the existing streets to city standard of concrete pavement and storm drainage system. Regular routine maintenance is 18,000 per year. F. Storm Water Utility. Storm Water Utility. The existing drainage infrastructure in this area is limited and there is the potential for flooding and nuisance drainage issues. While there is no mapped FEMA floodplain in the area proposed for annexation, there is the potential for high water and for some portions of the area, including private property, to be potentially floodprone from overland sheet flow and ponding. These findings are consistent with reported structure flooding due to overland flow on Jarvis Way. Potential overland sheet flow may impact properties in the east part of the annexation area north and south of Jacksboro Highway and in the area of Jarvis Drive east of Lupine where the water appears to be flowing south toward the lake. The Stormwater Management Division prioritizes future planning and projects to reduce flooding based on Citywide needs and considering the availability of funding. No detailed stormwater planning has been undertaken for this area and no capital projects have been identified. Any flooding problems that exist are likely to persist for the foreseeable future and potential flood mitigation projects will compete for limited funding based on Citywide needs. Residences should report any flooding or stormwater maintenance concerns to Stormwater Customer Service at 817- 392-8100 so the City can consider resident concerns when identifying and prioritizing future planning, capital projects, and maintenance efforts. It is expected that typical stormwater maintenance will be needed in the area. G. Street Lighting. It is anticipated that new subdivisions in the Annexation Area will install street lighting in accordance with the City's standard policies and procedures. In other cases, the City will consider installation of additional street lighting in the Annexation Area upon request, with priority given to street lighting for traffic safety. Provision of street lighting will be in accordance with the City's street lighting policies, and those of the providing utility. H. Parks. Playgrounds and Swimming Pools. Capital improvements such as parkland acquisition and development of facilities will be dictated by future land use of the area, goals established by the 6 AX-13-013 Area 381 Lakeside Area Exhibit B Park, Recreation and Open Space Master Plan and appropriation of resources. Should additional residential development occur, parkland dedication, neighborhood park development and neighborhood park infrastructure or payment in lieu thereof will be required in accordance with the Park Dedication Policy of the Subdivision Ordinance. I. Other Publicly Owned Facilities, Building or Services: Additional Services. In general, other City functions and services, and the additional services described above can be provided for the Annexation Area by using existing capital improvements. Additional capital improvements are not necessary to provide City services. 5. IMPACT FEES Notwithstanding any other provision of this service plan, a landowner within the Annexation Area will not be required to fund capital improvements necessary to provide municipal services in a manner inconsistent with Chapter 395 of the Local Government Code governing impact fees, unless otherwise agreed to by the landowner. 7 City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION: Approved on 11/15/2016 - Ordinance No. 22504-11-2016 DATE: Tuesday, November 15, 2016 REFERENCE NO.: L-15970 LOG NAME: 06CITY-INITIATED ANNEXATION, AREA 38 (AX-13-013) SUBJECT: Consider Institution of the Annexation and Adoption of Ordinance for the Proposed City-Initiated Annexation of Approximately 93.4 Acres of Land in Tarrant County, Located Along Jacksboro Highway and East of the Town of Lakeside, in the Far West Planning Sector(FUTURE COUNCIL DISTRICT 7) RECOMMENDATION: It is recommended that the City Council institute and adopt the attached ordinance annexing approximately 93.4 acres of land in Tarrant County, located along Jacksboro Highway and east of the Town of Lakeside, for full purposes as shown on Exhibit A. DISCUSSION: On September 27, 2016, the City Council approved M&C L-15954 authorizing an Annexation Agreement with the Town of Lakeside. The Agreement authorizes full-purpose annexation of a portion of an enclave identified as Area 38 in the 2016-2020 annexation program, adopted with the 2016 Comprehensive Plan, an addition to Council District 7. The City added Area 38 to the state-mandated three-year annexation plan in 2013 (AX-13-013). The portion of Area 38 to be annexed contains 93.4 acres, which currently consists of single family, commercial and vacant land. The zoning of the property will be considered by the City Council on January 24, 2017. City staff has submitted a corresponding zoning case. The Zoning Commission has recommended "A-21" & "A-5" One-Family, "E" Neighborhood Commercial and "FR" General Commercial Restricted. While the annexation and zoning are related cases, approval of the annexation is not conditioned on the associated zoning being approved. This property is designated in the future land use map of the 2016 Comprehensive Plan for Single-Family Residential, Neighborhood Commercial, General Commercial and Existing Public Parkland uses. The fiscal impact analysis shows that the property will have a long-term positive impact to the General Fund, based on current land uses. It is estimated that the properties will produce tax revenue of approximately $133,171.00 annually. The property tax revenue is expected to remain the same as no future development is anticipated. Based on operating costs projected from the Police, Code Compliance and Transportation and Public Works Departments, the fiscal impact shows a negative effect for the first year. Annual effects will be positive thereafter. The City is able to provide Area 38 municipal services upon annexation in accordance with state law without negatively impacting service provision within the City. Annexation of this site is consistent with the City's annexation policy of annexing enclaves and property proposed for urban development. No immediate plans for additional development are noted. The adoption of the attached ordinance completes the annexation process. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that the long-term fiscal impact of the annexation will be incorporated into the City's five-year projections.
