AN ORDINANCE APPROPRIATING REVENUE OF THE CITY OF THE SUM OF $29,845 NECESSARY TO PROVIDE FOR EXPENDITURES OF THE POLICE DEPARTMENT AFFIRMATIVE ACTION PROGRAM; PROVIDING A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR APPROPRIATION ORDINANCES ; REPEALING ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS . SECTION 1. That the City Manager of the City of Fort Worth shall be provided with such revenue as may be secured from various sources included in Ordinance No. 7787 and in the Budget of the City Manager; and in addition thereto there is appropriated $29,845 from the Fund Balance of the General Fund to the Police Administrative Account No. 35-10-00 to provide for expenditures of the Affirmative Action Program. SECTION 2. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining portions, parts, sections or parts of sections of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 7787, but all other ordinances and appropriations for which provision has been heretofore made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION 4. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Consistent with this policy, a progressive and timely aitirmative action pragrw.!: by the Police Department is necessary in order to address continued citizen concern regarding employment. The specialized skills needed to accomplish the Police Department goals and objectives of this policy, prompts this request for the employment of a full.-time Affirmative Action Coordinator. This coordinator, with clerical support from the C.E.T.A. program will be a staff position directly responsible to the Chief of Police to perform administrative work in developing recommendations for efficient attainment of departmental affirmative rection objectives and to monitor employment practices to insure equal employment opportunity. The Affirmative Action Coordinator will also help develop and implement programs designed to improve relationships between the police and citizens of various ethnic and racial backgrounds. The Affirmative Action Plan has created additional. responsibilities for the Police Personnel Division in recruiting minorities and women. Currently, the Police Department has three sworn officers who are assigned to recruitment activities. While the Police Department is slaw in meeting its Affirmative Action goals with regard to numerical objectives, it is experiencing particular problems in recruiting qualified applicants for police positiane. At present, the Police Department is financially unable to maintain an aggressive, ongoing recruitment effort. The proposed program would enhance current recruitment efforts by permitting various activities. Some of these activities would include: - Regular visits to colleges, universities and organizations in Texas to present information and programs about the Police Department. - Development and distribution of brochures and pamphlets explaining the benefits and advantages of: employment with the Fort Worth Police Department. - Development of spot: advertising via public service announcements on radio and TV; Id'evelopnant of news-,,a-.-ex: and ragazine advertising; a-:'id implementation of other. public �:e1.-tion c�)ntacts such as a mailing list of college and university potent •1 graduates. DATE REFERENCE SUBJECT: Affirmative Action and Recruiting PAGE NUMBER Program for the Police Department 11/30/78 G-4001 of -3--- - Attendance at local and state meeting and conferences of minority and female organizations and use of their information networks to distribute recruitment information. - Communications and follow-up procedures for police applicants who fail to appear for polygraph, physical agility tests, interviews, background completions and processing and encouraging and motivating applicants to continue.
