WHEREAS, under the provisions of Section 20, Chapter
8, of the Charter of the City of Fort Worth, the Board of
Commissioners must levy, assess and collect a special
tax of two cents (20) on the One hundred dollars, ($100.00)
valuation, on all property in the City, subject to taxation,
for the support and maintainance of a Free Public Library
in the said City, and
WHE''REAS, under Section 18, Chapter 11, of the Charter
of the City of Fort Worth, the Board of Commissioners of the
said City, is given the power to establish a Free Public Lib-
rary, and adopt rules and regulations for the proper ma,intain-
ance thereof, and to appropriate such part of the revenues of
the City, for the management and increase of such Public Lib-
rary, as the Board of Coxa_,issioners may be authorized under
th'e provisions of said Charter, and
WHEREAS, the Library tax of two cents, (w�p) on the
One Hundred dollars ($100.00)valuation, is sufficiently large
to demand a careful exercise of powers delegated in the said
Chester to the Board of Comm: issioners, and the creation. of
a Library Board to supervise the expenditures of the Library
fund and the management and control of the Public Library or
Libraries, that are now or may hereafter be established in the
City, now therefore;

SECTIOFi�l. - As soon _:as practicable, after the adoption
of this Ordinance, the Mayor shall appoint if 9 qualified voters
of the City of Fort Torth, with,- out respect to their political
affiliations, subject to g conf_42ation by the Loard of

Commissioners, who shall constitute the Library Board, of the
City of Fort Worth.
The first Library Board appointed under the provisions
of this Ordinance, shall

and biennially thereafter, the Mayor hall appoint a
Library Board, ubdcr the provisions of this Ordinance who
shall serve for a period of two years, and until the.-Lr success-
ors are appointed and qualified.
Said Library Board shall have exclusive control and
management of the Public &bra.ries of the City of Fort Worth,
urrier rules and regulations adopted or approved by the Board
of Commissioners.
Fection 2.- Said Library Board shall have authority to
acquire by gift or devise, books, literature of any kind, land
or other property, in the name of the CITY OF FORT WORTH, for
Library purposes, and may arrange the t:;rms of purchase di any
of the said property for Library purposes, subject to the
approval of the Board of Commissioners.
Section 3. - 'the Library Boar- shall adopt the necessary
rules and regulations, as it may deem best from time to time,
for the management or the Public Libraries of the City, which
said rules and regulations shall become effective only upon
the approval thereof, by the Board of Commissioners,S:iid Lib-
rary Board shall elect from its mearbers, a President and Vice
President of the Library Board, and a Secre tarythereof,
who may or nay not be, a member of said Board.
Section 4. - The Board of Commissioners when levyin
taxes for each fiscal year, shall levy a*k- ad;ralorem t" of
two cents (2V) on each Ona Hundred Dollar (4100.00) valuation
on the assessed value of all real estate and personal property
in the City of Fcrt Forth, subject to taxation and not exempt
therefrom by the Constitutioci and the lavers of the Stateof Texas,,
for the use and benefit of the Library Fund.
Said tax, when collected, shall be deposited with the
City Treasurer, to the credit of the Library Fund, and mid
sum, together with all sums appropriated by the City in the
annual budget for Library purposes, or received from other
sources, shall be deposited and held by the City Treasurer
in separate account, to the dr edi of the Library
for the purposes, and in accordance th the authority,
herein specifiedland same shall be paid out upon warrants
issued by the Library Board, signed by the President or Vice-
President of said Board, and counter-signed by the City
Auditor and the Secretary of the Library Board. Provided
that the sutra of $4000.00 shall be annually appropriated
from said Funds, for the benefit of the Fort worth Public
Library association, as provided for in Chapter 14, of the
Revised Ordinances of the City of Fort Worth.
Section 5.- The members of the said Library Board
shall be qualified voters of the City of Fort Worthy and serve
withput compensation.
The Library Board may select and engage, such
employees as may be necessary, in the upkeep and maintainance
of the Library or Libraries, of the CITY OF FORT WORTHI Their
compensation shall be fixed by such Library Board, and they
shall be subject to removal and dismissal at the ple=asure
of said Board; provided that the expense of such employment
and maintainance shall not exceed the revenues applicable
to such purposes unless approved by the Board of Commissioners
of the City of Fort Worth.
Section 6.- The Board of Commissioners of the CITY OF
FORT WORTH, shall have authority to issue and sell Bonds for
the purpose of carrying out the powers given it by the City
Charter, for the purchase of necessary _ground, erection of
buildings , purdhase of books, literature, periodicals and other
equipment that may be necessary, in the erection, construction
operation and maintainance of Public Libraries in the City of
Fort North, and to provide for the necessary intrest and sink-
ing funds of said Bonds out of the two cents (21j special t�4_x
levy, provided for ir_ the Charter of the CITY OF FORT WORTH
for Library purposes.
Section 7. - The Board of Commissioners may by
Ordinance, from time to time, change, alter, modify or enlarge
the authority and jurisdiction of the Library Board and confer
upon -it, additional powers, not inconsistent zith the law;
and rldt is not intended Eby ,_the terns of this Ordinance, to
fully define or limit the powers of the said Library Board.
Section 8.- That this Ordinance shall be in full
force and effect , from and after its passu.ge.
I hereby certify that the above and foregoin Ordinance
was duly presented, passed and adopted by the Board of Commiss-
ioners of the City of Fort Worth, Texas at a Reo lar session of
said Board held December 11th, A. D. 1920.
